Job summary

Binnies invites a Commissioning Engineer to serve as Owner’s Engineer for resident commissioning and long-term startup services. You will oversee startup activities, verify equipment against contract requirements, and guide startup teams to ensure efficient turnover to the client.

Job involves coordinating with multiple disciplines, reviewing startup packages, and planning major milestones while maintaining safety and quality standards throughout the project lifecycle.

• Provides functional directions to technicians and craft on Owner staff
• Develop startup packages and review documentation for maintenance
• Review startup schedule and major milestones such as equipment testing
• Monitor completion, turnover to startup, and final turnover to client
• Monitor development of startup procedures to satisfy contracts
• Assist in advanced planning for startup activities and milestones
• Monitor programs for spares, consumables and deficiencies

Job description

Provide resident Commissioning and Com10-year services as Owner’s Engineer. Monitor start-up and commissioning activities and support start-up engineers to accomplish following activities –

Verification that plant equipment is following project contract and specification requirements, conforms to design operational feasibility, and is set up and tested per the supplier's requirements, within the engineer's discipline capacity. Provides functional directions to technicians and craft on Owner staff. As lead Discipline Engineer, provides functional direction and monitor other discipline engineers, technicians, and craft support on staff.

Adheres to safety and quality standards as applicable to duties and accountabilities

Assist in the development of startup packages as required

Demand and review all documentation required for proper maintenance of the startup packages

Review preparation and maintenance of a detailed startup schedule

Provide comments proactively for startup activities and major milestones (such as major equipment, chemical cleaning, steam blow, or demonstration and performance testing)

Review construction completion, turnover to startup, startup turnover to operations, and final turnover to the client

Review and monitor development of clear startup procedures as required to satisfy the contract and/or coordinates the startup effort

Assists in the advanced planning and preparation for startup activities and major milestones

Monitor the development and implementation of programs for the control of; spares, consumables, outstanding work and deficiencies lists.

Monitor the startup effort ensuring compliance with the associated specifications and contracts and ultimately resulting in an efficient and timely turnover to the client

Perform regular system walk downs/reviews to establish the completion status of systems and identify outstanding items to be completed

Review and monitor CCGT Power Plant equipment and systems within the engineer's discipline capacity

The primary point-of-contact for all system functions through startup and operation of the plant

Activities include but are not limited to: Verifying systems are installed per design, review design operational feasibility, monitor recording of as-built engineering changes on drawings, monitor proper setup and testing of equipment as per supplier requirements, monitor and coordinate with other discipline engineers assigned to the project,

Directs discipline start up engineers and discipline start up technicians
