The role requires a B.S. or equivalent technical degree, along with 7–10 years of significant experience in technology, engineering, and project management. The successful candidate will ensure delivery of precision engineering solutions while collaborating closely with supply chain management and cross-functional teams. Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry‑leading optical solutions across the broader communications industry. This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical‑based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical‑based communication networks sold to businesses, governments and individuals for their own use.

Role Purpose

Lead Global Programs to execute the OCS Division strategy to drive engineering solutions, proactive (preventive) quality and standard processes throughout the Value Stream and Product Life Cycle specific to customer needs. Focus will be on highly strategic customers for the business. Being able to deliver to the needs and ensuring they deliver on their programs is essential to protect customer trust and future revenue.

This person will develop and execute systems and processes based on manufacturing and engineering capabilities to promote prevention and risk reduction. This requires project and workstream leadership in multiple areas throughout the Fulfillment Stream to accomplish long‑term improvements. The Fulfillment Stream includes both insourced & outsourced (Contract Manufactured) products.

Key Responsibilities
  • Lead the Product Engineering group for assigned product lines through supervisor support and ensure strategic objectives are met.
  • Clarify, understand, and document customer requirements, product specifications, industry requirements, and product applications.
  • Translate design parameters into measurable product specifications and performance requirements, including CTQs, drawings, BOMs, certifications, and measurement methods.
  • Define application use cases that impact manufacturing setup, product design, and packaging design.
  • Partner with Technology and Engineering to build product integrity into manufacturing through preventive quality architecture.
  • Partner with Global Supply Chain Management to ensure contract manufacturers understand requirements, manage changes effectively, and produce defect‑free products.
  • Lead rigorous root cause analysis for product integrity issues and drive global corrective and preventive actions.
  • Assemble and lead cross‑functional teams to contain suspect product, assess field exposure, implement systemic solutions, and manage change control.
  • Use advanced problem‑solving methodologies such as MEE and Kepner‑Tregoe Analysis (KT) to identify causes and reduce risk.
  • Document and communicate risks, including failure probability, customer impact, escalation plans, and recommended actions.
  • Identify gaps between product design and technical requirements; oversee improvement implementation and execute roadmap initiatives.
  • Respond quickly to customer and commercial requests for product changes.
  • Manage and track product modifications by clarifying VOC, assessing fit/form/function impact, and determining feasibility.
  • Partner with plants, Technology, and Engineering to implement changes and ensure requirements are understood and documented.
  • Track progress and ensure teams meet timelines.
Required Experience/Education
  • B.S. or equivalent technical degree.
  • 7–10 years progressively responsible roles in technology, engineering, manufacturing, supply chain, and/or quality.
  • Demonstrated experience achieving significant improvements through others.
  • Project management of significant scope in complexity, investment, and impact.
  • Certified DMAIC Green Belt.
  • Knowledge or experience in Lean methodologies (Value Stream Mapping, Process Mapping, Kaizen Events, and Error‑proofing).
  • Knowledge or Experience in PQA methodologies.
  • Knowledge or Experience in New Product Introductions including Change Management.
Desired Experience/Education
  • Certified DMAIC Black Belt.
  • Transactional (e.g. DESGN, MEE) Problem Solving experience.
  • Experience in managing cross‑functional teams (e.g. Technology, Manufacturing, Division Engineering, PLM, Customer Experience, Freight Forwarder).
  • Experience in identifying systemic issues from multiple months/years of data.
  • Experience in training others on problem solving methods.
  • Knowledge of ERP/QMS platforms (SAP, ETQ, SharePoint, Windchill).
