A leading thermal management company in Monterrey seeks a Customs Compliance Specialist to ensure full compliance under the IMMEX Program and VAT Certification. The successful candidate will manage import/export processes, maintain electronic trade records, and monitor compliance with regulations. Ideal applicants should have a bachelor's degree in International Trade and 3–5 years of experience in customs compliance. Customs Compliance Specialist

IMPACT and OPPORTUNITY

The Customs Compliance Specialist ensures full customs, trade and tax compliance under the IMMEX Program and VAT Certification. This role is critical to maintaining operational continuity, mitigating compliance risks, avoiding penalties, and supporting business growth within a highly regulated automotive manufacturing environment.

The position directly impacts audit readiness, inventory integrity, cost optimization, and the company’s standing with Mexican authorities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Manage and maintain Annex 24/30 in accordance with IMMEX and VAT Certification requirements.

Perform import and export reconciliation processes to ensure inventory accuracy.

Create, maintain, and audit electronic foreign trade files (Record Keeping)

Manage and monitor Rule 8 (Reglas octavas) import and export permits.

Oversee fixed asset imports and virtual fixed asset operations.

Review Non-Tariff Regulations and Restrictions (RNNAs) by tariff classification.

Validate and review tariff classifications in coordination with customs brokers and classification specialists.

Maintain and update master catalogs for materials and finished goods.

Perform material and product homologation by material groups.

Monitor and ensure compliance with VAT Certification requirements.

Prepare and submit official communications to Mexican authorities (SAT / Ministry of Economy / ANAM) including:

IMMEX program extensions

VAT Certification notices

Registration and maintenance of Power of Attorney (Encargos Conferidos)

Reconcile ERP inventory vs. Annex 24 balances.

Monitor overdue inventory and return deadlines.

Support and participate in internal, external, and government audits.

MINIMUM QUALIFICATIONS

Bachelor’s degree in International Trade, International Business (LNI), International Relations (LRI) or related fields education.

3–5 years of experience in customs compliance departments

Proven experience working under the IMMEX Program

Strong knowledge ofMexican Customs Law,General Foreign Trade Rules andVAT Certification

Hands-on experience managing Annex 24 and Annex 30 software

Knowledge and management of computer packages: Office (Excel, Word, etc.)

Communication skills at all levels

PREFERRED QUALIFICATIONS

Experience in U.S.-based or multinational corporations.

Knowledge of ERP systems (SAP).

Experience working with customs brokers and external foreign trade consultants.

Prior participation in SAT audits.

Trade compliance certifications or specialized training.

Strong project management and multitasking skills.
