Job summary

KBR seeks an experienced HSE Supervisor for a 5-year PMC contract with Kuwait Oil Company to oversee health, safety and environmental performance on oil & gas construction projects. The role emphasizes implementing HSE policies, coordinating safety plans, and maintaining compliance across sites.

Candidates should have a strong background in oil & gas safety, IOSH/NEBOSH certs, and proven experience in supervising HSE activities on large industrial sites.

Qualifications

• Diploma in Engg. OR B. Sc. Degree.
• IOSH or NEBOSH Certification with minimum 15 years total experience and 7 years as HSE personnel may be considered.
• Minimum 10 years total post-graduation experience.
• Minimum 5 years Oil & Gas post-graduation experience.
• Minimum 5 years' experience in an HSE Supervisor role.
• Must have completed certified HSE courses (various safety disciplines).
• Experience identifying and controlling HSE issues on construction sites in Oil & Gas or similar.

Responsibilities

• Identification and control of HSE issues on construction sites.
• Monitor EPC contractor HSE Management System and advise to ensure compliance and risk reduction.
• Provide guidance to EPC contractor management on HSE issues using KOC policies and statutory requirements.
• Monitor Kuwait legislation compliance and disseminate updates to PMC and EPC managers and employees.
• Develop relationships with KOC, regulatory bodies and EPC contractors.
• Visit project site regularly to maintain HSE awareness; conduct safety talks and training.
• Pro-actively visit site with EPC contractor to promote safe work practices.
• Ensure safety observation programs are implemented and followed up on findings.
• Assist EPC contractor construction management in hazards planning for a safe environment.
• Assist EPC sub-contractors' Safety advisors and site management with site safety programmes.
• Disseminate safety information via posters, newsletters, etc.
• Assist in accident investigation processes and reporting.
• Monitor use of safety apparel and equipment.

KBR's Sustainable Technology Solutions (STS) group is looking for a HSE Supervisor for 5-year PMC contract for the supply of Programme Management services with Kuwait Oil Company. The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available.

The contract aims to provide project management, co-ordination, planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, up-grading of existing facilities, and transfer of technology.

Primary Objectives

• Identification and control of HSE issues on construction sites
• To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project.
• Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements.

Qualifications Including Required Education, Experience, & Skills

• Diploma in Engg. OR B. Sc. Degree
• Candidate who Successfully passed High School with an IOSH or NEBOSH Certification from a recognized and reputed Institute, with minimum 15 Years experience, including seven (7) years' experience as HSE personnel in the relevant field can also be considered for the position.
• Minimum 10 years total post-graduation experience.
• Minimum 5 years Oil & Gas post-graduation experience
• Minimum 5 years' experience in a HSE Supervisor role.
• Must have successfully completed one or more certified HSE course(s) in any category of training in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, IOSH, ASSE Certificate in Global Safety Management or equivalent courses.
• Practical experience in identification and control of HSE issues on construction sites within Oil & Gas or similar industries. Experience in HSE reporting procedures and familiar with the safety hazards with common construction activities.

Responsibilities

• Identification and control of HSE issues on construction sites
• Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
• Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
• Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.
• Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR.
• Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken
• Other key activities shall include but not be limited to the following:
• Pro-actively visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices
• Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings
• Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.
• Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes.
• Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
• Assist EPC contractor line management and our construction supervisors in accident investigation process and report accordingly.
• Monitor the availability and use of safety apparel and equipment.
