A consulting firm specializing in urban finance is seeking an Urban Development FI Specialist to support a project aimed at EU market assessment studies. Candidates must have a Master's Degree, at least 10 years of experience in JESSICA-type urban financial instruments, and be fluent in English and Italian. This role is critical for enhancing cooperation between the EC and EIB in implementing financial instruments under EU funding.

Competenze

• ≥ 10 years of experience with JESSICA-type urban FIs.
• Experience in PPP and ESCO model.
• Background in urban and municipal investment finance.

NTU International A/S is leading a consortium for the preparation of a proposal for the EIB project: ESF+ ERDF EU wide market assessment studies for the 2028+ Programming Period and is searching for non-key experts to support the core team during the implementation of this project. The overall objective of the project is building on the long-standing cooperation between the EC and EIB, and the vast experience accumulated in the context of fi‑compass on the implementation of FIs; the present assignment aims at providing support to the 27 EU MS and relevant MAs in the justification and design of FIs to be financed by EU funding instruments under shared management in the 2028+ programming period.

Start date: 1 December 2025. Duration: 15 months.

Urban Development FI Specialist

We are looking for non-key experts to support the core team during the implementation of this project.

Requirements

• Education at least Master’s Degree level or higher
• ≥ 10 years’ experience with JESSICA-type urban FIs
• PPP and ESCO model expertise
• Urban and municipal investment finance experience
• Very good command of English and Italian
