Job Overview

Descrizione dell’offerta di lavoro. This is a two-year fixed‑term co‑terminus position. A co‑terminus fixed‑term appointment is an IFAD employment contract externally funded and strictly limited in duration to the funding of the position. Appointment and extension are conditional on the availability of resources and limited to the externally funded assignment. The position will be abolished if the funding finishes.

Job Role

The Technical Analyst contributes to IFAD’s technical work in their area of specialization by supporting the design and implementation of country and regional programmes. Under the supervision of senior technical staff, the incumbent provides technical inputs throughout the project cycle and collaborates with Technical Specialists, Country Directors, Heads of Multi‑Country Offices and other staff to support consistency, cohesion and synergy in the application of technical guidance.

Position Specifics

The incumbent provides technical and analytical support for policy, programme development and resolution of problems arising in mission planning, technical project appraisal or preparation of studies and reports. Information gathering and exchange may include identifying reliable sources, establishing guidelines for obtaining information and conveying methodological approaches for implementation of activities undertaken on behalf of the Fund.

Key Functions and Results
Technical Advice to Support Mobilisation of Co‑financing from Climate Funds
  • Assist the technical specialist(s) during project entry into the pipeline by compiling background materials and coordinating documentation requirements.
  • Support the technical specialist with preliminary data quality checks for PIFs and Project Document / budgets to be submitted to the relevant climate Fund.
  • Assist in compiling technical feedback and best practice inputs under the guidance of the technical specialists to improve efficiency and effectiveness of the project cycle.
  • Support coordination with PFM and FCD to ensure that budgets are aligned with internal IFAD policy requirements and the relevant climate Fund policy requirements.
  • Assist in consolidating and documenting feedback from the relevant climate Fund Secretariat for CEO Endorsement submission packages.
  • Under the supervision of the technical specialist, and in coordination with PFM and FCD, support in reviewing PPGs and project grant budgets to ensure alignment with IFAD and the specific climate Fund policy requirements and assist Budget Holders in the preparation of annual project work plans and project fee work plans.
  • Support the technical specialist in reviewing downstream agreements (on a demand basis) to ensure that the relevant climate Fund project requirements are captured appropriately.
Support to Implementation, Including Monitoring, Evaluation and Reporting
  • Provide support in organizing and scheduling project annual reports, mid‑term and terminal evaluation reports, and related project closure activities and reporting.
  • Assist in compiling inputs for IFAD’s reporting to the relevant climate Fund, including preparation of guidance material on annual reports, uploading information in the relevant climate Fund portal and assisting with revisions.
  • Support the monitoring of project implementation performance and milestones of the assigned portfolio, including through the Key Performance Indicators (KPI) used by the relevant climate Fund and by IFAD to assess agency performance.
  • Track project delivery timelines and budgets and provide input and support to project originators and PDTs during budget revisions and support actions aimed at increasing speed of operations and project delivery.
  • Assist in preparing analytical reports and identifying projects that may be at risk of underperformance, under the guidance of senior staff.
  • Support coordination with Regional Technical Leads, Project Design Teams, Decentralized Offices and HQ Technical teams involved in corporate monitoring to follow up on recommended actions.
Knowledge Management and Capacity Building
  • Contribute to knowledge building and knowledge sharing by assisting in the documentation of project achievements and lessons learned at different stages of the project cycle (PIR, MTR, TE and as needed).
  • Support in providing relevant climate Fund related information into IFAD corporate documents.
Partnership Building
  • Provide logistical and technical support to the relevant climate Fund Regional and Country Portfolio Meetings.
  • Liaise with Regional Technical Leads and Budget Holders to collect inputs and prepare materials for CEF and relevant climate Fund corporate and regional Portfolio Review Meetings.
Managerial Functions
  • Support the management of data from IFAD corporate database FMDB, ECG relevant climate Fund portfolio dashboard and prepare periodic reports covering key performance indicators and other key parameters of IFAD’s project cycle efficiency.
  • Help with IFAD’s internal administrative and clearance processes for the operationalization of relevant climate Fund approved PPGs and projects.
  • Support data entry of PIF and CER submissions through the relevant climate Fund portal and entry of project milestone information into the relevant climate Fund portal.
  • Assist with data entry and updates into IFAD systems (including relevant climate Fund database and work plan tool).
  • Perform any other related tasks as requested by the supervisor.
Accountabilities for GEF
  • Assist with data quality checks for PIFs and CEO Endorsement submissions to the GEF.
  • Support the preparation and upload of reports and submissions through the GEF portal, including compliance with GEF‑specific formats and templates.
  • Monitor implementation performance in line with GEF tracking tools and KPIs, and coordinate portfolio reviews involving GEF project teams.
  • Assist in the preparation of Project Preparation Grant (PPG) submissions and alignment with GEF‑specific requirements for grant operations and co‑financing structures.
Education Requirements

Level – Advanced university degree (Master’s or equivalent) from an accredited institution in the field of specialization (e.g., Political Sciences, International Relations, Rural Development, Environment, Economics).

Professional Experience
  • At least 2 years of progressively relevant professional experience in a related role providing analytical support on issues related to climate finance, IT tools for data management, knowledge management.
  • Demonstrated experience in working as part of a multidisciplinary team and with country governments and international development partners.
Language Requirements
  • Required: English – Excellent written and verbal communication skills, including the ability to set out a coherent analysis in presentations and group interaction.
  • Desirable: Working knowledge of another official language (Arabic, French or Spanish).
