OIG consists of three functional branches: The Office of Internal Audit (OIGA), which provides independent assurance and advisory services on governance, risk management and internal controls. The Office of Inspections and Investigations (OIGI), which investigates allegations of misconduct including fraud, corruption and sexual misconduct by WFP employees and partners and conducts inspections into areas of heightened risk. Professional Support Services (PSS), which provides shared analytical, technology, digital forensics, intelligence, administrative and business support services, enabling OIG to operate as an integrated, modern and data-driven oversight function.
Professional Support Services is seeking a SharePoint and Front-End Developer to design, develop, enhance and maintain secure, accessible and user-friendly digital solutions that support OIG’s audit, investigation, professional practices, knowledge-management and administrative processes. The consultant will combine strong SharePoint Online and Microsoft 365 development expertise with modern front-end development skills to translate business needs into intuitive, responsive and maintainable solutions. In particular, the consultancy will support OIG in:
The consultant will work closely with OIG staff, including auditors, investigators, data analysts, professional practices personnel, administrative colleagues, information-management focal points and relevant WFP technology teams. The incumbent will operate under the direct supervision of the Senior Professional Practices and Audit Innovation Officer.
The consultant will engage with business owners and users to understand objectives, processes, pain points and functional requirements. He/she will translate business requirements into solution designs, user stories, prototypes, technical specifications and implementation plans. He/she will advise on the appropriate use of standard SharePoint capabilities, SPFx, Power Platform, Microsoft Graph and other approved technologies. He/she will design secure, scalable, maintainable and reusable solutions aligned with WFP architecture, governance and support arrangements. He/she will estimate effort, identify dependencies and technical risks, and recommend delivery priorities and options.
Design, build, configure and maintain modern SharePoint Online sites, hubs, pages, lists, libraries, content types, metadata, views, permissions and navigation. Develop custom SharePoint components using SPFx, TypeScript, React and relevant Microsoft 365 development libraries. Create web parts, extensions, adaptive interfaces, forms and reusable components tailored to OIG business needs. Configure and enhance enterprise search, content discovery, document-management and records-management features, in coordination with responsible teams. Support migration, restructuring and modernisation of existing SharePoint sites and solutions, including remediation of legacy customisations. Integrate SharePoint with Microsoft Graph, REST APIs, Power Automate, Power Apps, Teams and other approved services.
Develop responsive, intuitive and visually consistent user interfaces using HTML5, CSS, JavaScript/TypeScript and React. Convert business requirements, wireframes and visual concepts into production-quality interfaces and reusable components. Apply responsive design, cross‑browser compatibility, accessibility and usability principles throughout the development lifecycle. Optimize front‑end performance, loading times, component behaviour, and mobile usability. Apply OIG and WFP branding and design standards consistently while maintaining clear information hierarchy and ease of use. Conduct user testing and incorporate feedback to improve navigation, readability and task completion.
Design and implement workflows for approvals, notifications, task management, data collection and recurring business processes using Power Automate or other approved tools. Develop and configure forms using SharePoint, Power Apps or custom front‑end components, as appropriate. Integrate solutions with approved data sources and services using connectors, APIs and Microsoft Graph. Implement appropriate validation, exception handling, logging and monitoring for automated processes. Identify opportunities to simplify and automate manual processes while ensuring appropriate controls and audit trails.
Prepare test plans and conduct unit, integration, accessibility, performance, security and user‑acceptance testing. Manage solution packaging, version control, release documentation and deployment through approved development, test and production environments. Troubleshoot defects, performance issues, permission problems, workflow failures and integration errors, and implement sustainable fixes. Monitor supported solutions and perform maintenance, upgrades and compatibility remediation as Microsoft 365 services evolve. Use source‑control and development practices that enable traceability, peer review, controlled releases and recovery.
Prepare and maintain solution architecture, configuration, source code, deployment, administration and user documentation. Ensure solutions comply with organisational requirements for information security, privacy, accessibility, records management, branding and data protection. Contribute to development standards, reusable templates, coding conventions and governance arrangements for OIG digital solutions. Provide demonstrations, training and practical guidance to administrators, content owners and end users. Transfer knowledge to designated OIG personnel and provide clear handover materials for ongoing support.
Coordinate with WFP technology teams, platform owners, information‑security specialists, data owners, vendors and other stakeholders as required. Communicate progress, issues, risks and decisions clearly to technical and non‑technical stakeholders. Maintain strict confidentiality of sensitive operational, personal, audit, investigation and oversight‑related information.
