Spektrum seeks experienced technical personnel to support NATO NCIA missions in Lughezzano, Italy. The role focuses on satellite ground station operation, maintenance, and secure communications for alliance efforts.

Applicants should have 5+ years in satellite terminal maintenance, strong knowledge of RF/telecom systems, and proven teamwork in an international setting. Onsite work in Italy with potential travel may apply.

Competenze

5+ years in operation or maintenance of satellite ground terminals or similar systems.
Experience with radars or Line-Of-Sight related telecoms is an asset.
Strong communication and briefing skills in English and local language are required.
Experience working in an international environment with military and civilian elements.

Mansioni

Operate and perform maintenance on the Satellite Ground Station and associated links (DLOS, Fibre).
Maintain station logs and ensure proper outage reporting.
Activate circuits in accordance with circuit work orders.
Operate data networks to provide reach-back/backhaul anchoring for deployed NATO forces.
Provide feedback to Chief Technician and Station Engineers for training program improvements.
Participate in On-the-Job-Training (OJT) programs to complement official NCI Academy training.
Carry out duties as directed by Station Command and related to daily functioning of the Site.
Carry out other duties as directed.

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

Operate and perform unit and field level maintenance and emergency interventions on the Satellite Ground Station and associated communications facilities, and terrestrial links (DLOS, Fibre) terminating at the SGS;
Maintain station logs and ensure proper outage reporting
Activate circuits in accordance with circuit work orders
Operate/maintain data networks to provide reach-back/backhaul anchoring for deployed NATO forces
Provide feedback to Chief Technician and Station Engineers for internal training program improvements, and ensure maintenance personnel comply with prescribed maintenance procedures.
Participate on On-the-Job-Training (OJT) programs to complement official NCI Academy training program.
Perform all duties requested by Station Command, and related to daily functioning of the Site and position of the Site within NCIA, NATO, and the local community.
Carry out other duties as directed.

Essential Skills, Experience and Certifications

Antenna sub-system including; radome, feed horn, reflector, pedestal, waveguides, tracking receiver, servo and drive equipment, including fault diagnosis and repair;
Transmit and receive chains, including; up and down converters, Low Noise Amplifiers and High Power Amplifiers;
MODEMs, cryptographic equipment, routers and switches;
Computer-assisted Monitor and Control System (M&CS) for system supervision;
GPS-disciplined Frequency Reference Standards and associated distribution systems;
Fibre Optical cables and other tails systems;
In-depth knowledge of digital techniques;
Desirable TCP/IP fundamentals, video transmission principles and telecommunications quality assurance practices;
Testing and maintenance of modern communications systems;
Proven ability to communicate effectively orally, using tact and diplomacy, with good briefing skills.
On-line performance, accounting, fault, security and configuration management of digital networks and associated transmission systems, to include; packet switching systems in support of voice & data transfer;
Prior experience of working in an international environment comprising both military and civilian elements;
Knowledge of NATO responsibilities and organization, including ACO and ACT.
At least 5 years’ experience in the operation or maintenance of satellite ground terminals/stations, or related systems such as radars or Line-Of-Sight.

Education

Vocational training at a higher level in a relevant discipline, or equivalent, or Diploma of secondary education - and 5 years of relevant experience.
