For every child, the right to Health
UNICEF’s Office of Strategy and Evidence (OSE) works in 190+ countries to ensure data and evidence drive results for
children. Within OSE, the Health Unit leads measurement and analytics for maternal, newborn, child, and adolescent
health (MNCAH) and Immunization. The team supports countries to strengthen data systems, produces global databases,
and leads initiatives to support country monitoring and data use. This work underpins UNICEF’s broader goal to promote
health equity and improve outcomes for women, children, and adolescents.
The Actionable Health Analytics for Decision-making (AHEAD) initiative, led by the Statistics and Monitoring team within
the Integrated Health Analysis Unit of OSE, supports countries in improving the use of subnational administrative
immunization data through data quality assessment, denominator review, triangulation, and analytical interpretation. In
Ethiopia, AHEAD has been supporting the Ministry of Health, UNICEF Ethiopia Country Office, and partners to strengthen
immunization data quality, generate alternative denominator estimates, and produce evidence to inform national and
subnational immunization planning.
This consultancy will provide focused country-level support to Ethiopia for AHEAD-related immunization analytics and
coordination. The assignment will support the operationalization of the AHEAD approach in Ethiopia by strengthening
coordination with country-level counterparts, organizing technical inputs, supporting documentation of methods and
findings, facilitating follow-up actions emerging from AHEAD analyses and managing subnational team working on AHEAD
implementation. The consultant will help ensure that analytical work is translated into clear, usable outputs for decisionmaking
at the national level, including support to workshops, technical discussions, report development, and
communication with government and partner stakeholders.
Under the supervision of the Statistics and Monitoring Specialist of the Integrated Health Analysis Unit, Data and Analytics
Section of OSE, and in close collaboration with the UNICEF Ethiopia Country Office, Ministry of Health counterparts, and
relevant technical partners, the consultant will provide country-level programme management, coordination,
documentation, and operational support for AHEAD-related immunization analytics in Ethiopia. The consultant will
support coordination across national and subnational workstreams and ensure timely implementation, follow-up, and
delivery of agreed outputs.
