A leading engineering and contracting firm in Italy is seeking a Proposal Manager to oversee bid preparation and strategy. The ideal candidate will have an engineering master’s degree and at least 4 years of experience in the Oil & Gas sector, with strong communication and negotiation skills. The role requires travel and adherence to tight schedules. This position offers an opportunity to drive competitiveness in proposal submissions.

Competenze

  • Minimum 4 years of experience in engineering and contracting, preferably in Oil & Gas.
  • At least 2 years of experience as Proposal Manager.

Mansioni

  • Define bidding strategy to enhance competitiveness.
  • Prepare bid budget and Cost Estimation Plan.
  • Maintain client communications as the primary interface.
  • Organize kick-off meetings and issue relevant documentation.

Job Offer Information

Reporting to the Director of Proposals, He / She will assure the timely implementation of assigned Bids in compliance with Company’s established processes and procedures, respecting the closing dates and the established budget for technical and commercial Proposals preparation.

Key Activities & Responsibilities :
  • define with the Director of Proposals the winning and bid execution strategy, with the purpose to maximize the competitiveness of the cost estimate for the assigned proposal transferring, then, the strategy to the proposal team members;
  • prepare, with the support of the appointed estimator, the bid preparation budget and the Cost Estimation Plan to guarantee the best level of competitiveness of the commercial proposal;
  • maintain the contacts with the clients / consultants as the unique interface of the Company for the assigned proposals, negotiating with Client on technical, contractual and commercial content of the proposal, with the support of other Company’s function, as necessary.
  • organize the kick-off meeting of the assigned proposals and issue the relevant minute of meeting.
  • prepare the bid activities schedule and assures all team members are compliant with during proposal development.
  • verify that the Instruction to Tenderers and relevant documentation has been received, adequately distributed and checked in his completeness by all the members of the proposal team.
  • collaborate with other Company’s departments to solve contractual, financial, legal and operational issues
  • ensure the completeness and the coherence of the Total price Sheet, for which he / she is totally responsible for, and cooperate for the preparation of the price.
  • Lead and prepare the risk analysis in accordance with the applicable Company procedure.
  • Collect all the documentation relevant to the proposal and record the decisions and assumptions implemented during its development.
  • Support the Project Control function in the preparation of the project cash flow
  • Submit the complete proposal to the Director of Proposals for internal review and approval.
  • Assure that all the Key Meetings during the Proposal preparation stage are properly implemented and prepare the relevant support documentation in accordance to the Bid Preparation procedure.
  • Prepare, in case of contract award, the hand over and Contract review documentation for Project Manager’s taking over.
  • Prepare the Bid Assessment Report (BAR) in case the bid is lost
  • Promote a continuous improvement of the Department through maintaining and developing working tools as necessary to support and facilitate the work process, as well as the resources skills development
Desired Skills :
  • Engineering master’s degree
  • Sound knowledge of Technical and Project execution. Preferably with experience in engineering and contracting company in the Oil & Gas sector, with at least 4 years of experience in engineering and contracting company preferably in the Oil&Gas applications with at least 2 years of experience as Proposal Manager
  • Good coordination and planning skills
  • Excellent communication and presentation skills
  • Focused on Client and Project delivery
  • Good negotiation skills
  • Experience in Risks Analysis processes
  • Fluent English (written and spoken), preferably also French
  • Availability to meet long and irregular working time to grant meeting tight schedules (if necessary)

  • Availability to travel in Italy and abroad.
