COL Group is seeking a Proposal Engineer for High Voltage Systems to prepare technical and commercial tenders for national and international clients. You will define technical scope, prepare BOQs and cost analyses, and develop complete proposals with materials, labor, engineering, and commissioning.

The role requires 3–5 years in electrical plant engineering, strong HV system knowledge, and proficiency with Excel and estimating tools. Italian procurement knowledge is a plus; English is required.

Competenze

• Bachelor's|Master's degree in Electrical Engineering or related field.
• 3–5 years in electrical plant engineering or similar.
• Strong knowledge of High Voltage electrical systems and substation automation.
• Experience with cost estimation for materials, labor, and services.
• Familiarity with bills of quantities and pricing analysis.
• Knowledge of Italian public procurement regulations is a plus.
• Proficient in Microsoft Excel and ability to use estimating software.
• Good command of technical English and ability to read technical specifications.

The successful candidate will join the Proposal Department and will be responsible for preparing and developing technical and commercial proposals for tenders and energy projects, with a particular focus on High Voltage electrical systems for both domestic and international clients.
This is a strategic pre-award role requiring the ability to evaluate costs, technical solutions, and project risks while contributing to the competitiveness and financial sustainability of project proposals., and deadlines.

Responsabilities

• Analyze tender documents, technical specifications, and customer requirements
• Define the technical scope of the proposal
• Prepare bills of quantities, cost estimates, and pricing analyses
• Develop complete technical and commercial proposals, including materials, labor, engineering, and commissioning
• Evaluate project costs and profitability
• Liaise with suppliers and subcontractors to obtain quotations and compare proposals
• Assess technical and commercial risks associated with projects
• Prepare technical, commercial, and administrative tender documentation
• Support the Project Manager during the project handover phase

Required Skills

• Technical diploma or Bachelor’s/Master’s degree in Electrical Engineering, Automation Engineering, or a related field
• 3–5 years of experience in the electrical plant engineering sector, preferably in a similar role such as Proposal Engineer, Estimator, or Tender Office Engineer
• Good Knowledge of High Voltage electrical systems
• Good Knowledge of substation automation systems
• Ability to interpret system architectures and technical specifications
• Experience in cost estimation for materials, labor, engineering services, and subcontracting
• Familiarity with bills of quantities and pricing analysis
• Basic knowledge of Italian public procurement regulations
• Advanced knowledge of Microsoft Excel
• Experience with estimating software
• Knowledge of Microsoft Project
• AutoCAD knowledge is considered an advantage
• Knowledge of CEI and IEC technical standards
• Good command of technical English
• Strong analytical skills and attention to detail
• Structured, results-oriented approach
• Ability to manage priorities and meet deadlines
• Excellent communication and interpersonal skills
• Strong problem-solving and risk assessment capabilities
