Procurement Senior Specialist

Main Responsibilities
- In the scope of your procurement responsibilities, cooperate and support the development and implementation of ING sourcing strategies at local level
- Deliver local TECH/IT Sourcing Category Strategy, ensuring management in line with Bank strategy and processes/regulations compliance
- Independently lead procurement processes at local level
- Interact at global level to propose and share best practices, relevant projects, and guidelines to be applied at local level
- Act as an advisor/mentor for new employees and co‑workers in lower positions and coordinate them to deliver results in line with targets
- Initiate and implement sourcing strategy and processes (RFQ/RFI/RFP/Auction/contract definition). Propose analysis and ensure their quality (spend, market, demand, etc.)
- Ensure completeness of documentation (contracts/RFP/reports, regulation check completion through an internal platform, etc.)
- Support junior employees within the team
- Conduct market analysis and strategy: strong knowledge of TECH/IT category spend and third‑party risk within banking industry (EBA / DORA)
- Identify and promote sourcing initiatives aiming to achieve cost optimisation, higher quality of services, innovation, and better value for money
- Collect business needs/requirements and be able to challenge technical and functional specifications
- Design the tender process identifying internal and external stakeholders, leading tasks and related communication
- Define tender documentation and manage operational steps of tenders independently (supplier involvement, tender doc definition, offers comparison, negotiation, contract definition)
- Review and adapt offers to ensure they meet internal requirements and policies
- Challenge internal demand to pursue cost optimisation
- Approve requests, follow up until purchase order dispatch
- Manage supplier onboarding and qualification
- Prepare contract documentation with direct responsibility for the economic part and coordinate with other departments for the rest
- Identify problems or improvements in existing contracts and propose improvements
- Monitor contract status and plan renewal activities and negotiate according to TECH/IT Category strategy
- Create and foster a good relationship with suppliers, identifying key stakeholders and decision makers
- Execute procedures and controls in line with bank policies and regulations (e.g., supplier onboarding, KYS, contract monitoring)
- Identify and implement remediation activities driven by bank policies and procedures
- Provide support on updating local procedures/policies in line with head office guidelines when required
- Perform spend analysis and formulate reports concerning purchasing activities individually
- Compile head office/local reports on sourcing activities, contracts status, and active suppliers
- Prepare PPT to share with middle/high management of the Bank
Qualifications
- Bachelor/university degree in Economics or equivalent
- At least +5 years’ experience in IT procurement category
- Advanced user of ERP, Excel, PPT, Access, spend analysis tools, e‑sourcing platforms
- Knowledge of bank processes and all procurement guidelines, procedures and regulations
- Knowledge of sourcing methods and market best practices
