TERMS OF REFERENCE FOR REGULAR CONSULTANCY CONTRACTS

JOB TITLE: FSIN Secretariat Food Security and Nutrition Analyst

TYPE OF CONTRACT: WAE CST

DUTY STATION: Rome, Italy

DURATION: NTE 31st December 2025

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Food Security Information Network (FSIN) is a multi-partner initiative co-sponsored by FAO, IFPRI, FEWSNET, JRC, IPC and WFP to exchange knowledge and best practices on food security and nutrition analyses. Its Secretariat is based in the Analysis, Planning and Performance (APP) Division of WFP in Rome, Italy.

The FSIN Secretariat uses a consultative and consensus-based approach to facilitate the production of analytical food security publications and to support the strengthening of country and regional capacities for data collection, analysis and decision-making.

FSIN MAIN ACTIVITIES
  • Facilitating global and regional analytical products such as the Global Report on Food Crises (GRFC) and its by-products and updates with 16 partner organisations.
  • Supporting activities related to data and information gaps.
  • Facilitating support to regional or national food security information systems.

The Food Security and Nutrition Officer will contribute to the work of the FSIN Secretariat and report to the FSIN Technical Coordinator.

ACCOUNTABILITIES / RESPONSIBILITIES
  • 1. Contribute to the production of GRFC Suite of Products:
    • Evaluate food security assessment characteristics to ensure that GRFC technical requirements are met (methodology, analysis coverage, report relevance, analytical rigor and quality of report content).
    • Conduct qualitative and quantitative research on food crises and associated topics.
    • Analyse food security, nutrition and displacement data for the reporting year to derive key messages and evidence.
    • Support the technical review and quality assurance checks for FSIN analytical products to ensure content consistency and language quality.
    • Lead the drafting of country, regional and global analyses as required.
    • Support the elaboration and/or revision of technical guidance notes.
    • Contribute to the management of the FSIN database.
    • Support the production of country, regional and global maps as required.
  • 2. Coordination of Technical Working Groups including for the GRFC as requested to:
    • Lead the working‑level interactions, prepare and facilitate weekly/fortnightly meetings.
    • Support the identification and validation of data with key partners.
    • Facilitate consensus‑based decision‑making for the FSIN analytical products.
  • 3. Strengthen relationships with FSIN partner organisations, including joint product development and technical support.
  • 4. Support the development of dissemination material (e.g., PowerPoint presentations for various audiences and fora; factsheets and expanded summaries for technical audiences).
  • 5. Any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
  • The Global Report on Food Crisis 2026.
  • Food security and nutrition data‑related analytical products as requested.
  • Technical support provided to partners.
QUALIFICATIONS & EXPERIENCE REQUIRED

Education: A Master’s degree in food security, nutrition, economics, public health or a related field.

Experience: At least six years of professional experience (preferably in an international context) in food security, nutrition and/or displacement analysis and assessment, data analysis and research. Experience coordinating multi‑partner working groups is essential. Experience contributing to multi‑stakeholder technical publications would be an asset. Experience with GIS would be an asset.

Knowledge & Skills:

  • Experience leading technical working groups and facilitating consensus‑based decision‑making.
  • Deep knowledge of food security and nutrition assessment methodologies and indicators, including IPC, WFP CARI, HNO, HTO, IPC AMN, MICS and SMART surveys.
  • Strong writing skills and ability to translate technical documents into easily understood material.
  • A proven track record of data analysis and data management.
  • Capacity to assume leadership over key work streams such as drafting and data analysis.
  • Proven ability to work independently and deliver work under tight deadlines.
  • Strong coordination skills and experience managing partnerships.
  • Ability to work in a small team and establish good working relationships with people from different cultural backgrounds.

Languages: Fluency (spoken and written) in English and competency in French or Spanish.
