Deputy Director General – Human Resources (Headquarters, Luxembourg)

This full‑time position is based at the EIB headquarters in Luxembourg and requires regular office presence. The EIB offers relocation support and a multicultural working environment.

Position Summary

Support the Director General in leading the HR Directorate, developing and implementing HR strategy, and ensuring alignment with the Bank’s culture and strategy in an evolving context focused on digitalisation and efficiency.

Responsibilities
  • Lead the Employee Relations Division, ensuring compliance of HR procedures and policies with EU labour law, internal regulations, international standards, and EIF alignment.
  • Act as Head of Social Relations, managing effective social dialogue with staff representatives and stakeholders.
  • Lead the Coordination Division (Strategy, Risks and Processes Unit and Procurement, Purchasing and Budget Unit), ensuring robust governance, risk management, compliance and continuous improvement of HR processes.
  • Guarantee implementation of internal audit and operational risk recommendations.
  • Ensure staff within the remit have the right competencies, objectives and motivation.
  • Contribute to HR strategy, policy and transformation initiatives, ensuring a sound legal framework and supporting overall HR objectives.
  • Establish and manage resources and means (budget, processes, SLA) necessary to implement the HR strategy.
  • Develop and maintain efficient collaborations with other HR teams and the Bank.
  • Ensure effective internal communication and foster a culture of collaboration, trust and innovation.
  • Represent the HR Directorate in internal and external forums, including negotiations and EU-level bodies.
Qualifications
  • Post‑graduate university degree in a legal, HR or business area.
  • At least 15 years of professional experience in legal and business areas, including HR exposure.
  • In‑depth understanding of social and labour law matters and extensive experience in social dialogue, with a strong background in European Civil Service law.
  • At least 10 years in a managerial position; experience in managing, developing and mentoring staff in a multicultural or international organisation.
  • Strong leadership and influence skills, capacity to inspire teams and drive alignment.
  • Strong understanding of HR policies, procedures, organisation and financial compliance processes (budget, procurement, audit).
  • Experience in process optimisation and change management.
  • Strategic operational acumen and organisational agility.
  • EU institutional awareness and understanding of the Bank’s role within EU policy framework.
  • Developed European Institutions network a distinct advantage.
  • Practical experience in an EU institution or agency a distinct advantage.
  • Broad knowledge of EIB Group business activities, strategies, policies and processes.
  • Excellent knowledge of English and French (knowledge of other EU languages advantageous).
