Incumbent gives advice, counsel or instructions to individual employees on both work and administrative matters. Performs such personnel functions as recommending employee awards and disciplinary actions, informally resolving complaints and grievances, orienting and training employees. Trains newly hired personnel and solves problems encountered by subordinates. Makes recommendations and provides input for appointment, promotion or reassignment, performance evaluations, complaints, and discipline. Identifies training needs and assures needs are met. Plans and conducts an in-service training program in real property management techniques and procedures. Evaluates employees' suggestions with property management implications affecting management engineering and systems. Oversees the technical and administrative activities of four other Real Property Specialists in two geographically separated locations (Vicenza and Darby). Assigns work to subordinates based on priorities, selective consideration of the requirements of the assignments and the capabilities of employees. Furnishes guidance to lower-level employees through informal discussions of problems, as well as through written and oral instructions. Keeps employees informed on policies, procedures, and goals of management. Reviews, accepts, or rejects finished work and provides input on performance evaluation to Division Chief. Processes acquisition, utilization and disposal of Army controlled real property. Maintains records and documentation for these actions. Investigates and processes real property related actions to assure correct management and compliance with regulations, technical manuals and official guidance, and to solve or prevent facilities related problems. Actions normally include but are not limited to facility acquisition, exchange, conversion, diversion, disposal and release, coordination of host nation construction, zoning and land use planning. Reviews incoming acquisition, disposals, transfers of new construction and major rehabilitation and releases of real property for accuracy and completeness and indorses to the pertinent higher headquarters. Prepares DD Forms 1354 for disposal and changes for any discrepancies found during visual inspections of the facilities. Advises DPW divisions, the COE, and NAVFAC on the completion of the DD Form 1354 for new construction. Reconciles data base error listings by researching and correcting discrepancies. The employee is responsible for the accuracy of the real property assets database. Establishes the Building Information Folder for each facility upon completion of construction and maintains folder on an ongoing basis. Provides a variety of recurring and special reports from information in the Real Property database. Writes computer queries for various special reports on facility information, in order to obtain information in the format desired by the requestor. Prepares various real property transaction documents that include but are not limited to : Requests for Approval of Disposal of Buildings and Improvements, Conversion / Diversion requests, DD Forms 1354, General Ledger Account reports, Journal Voucher, Reports of Survey, statistical data, historical data, etc. Research actions for compliance with governing regulations and prepares documentation for approval by higher headquarters. Disposes of excess real estate assets. Receives notification of termination from either owner or the government. Reviews documents to determine applicable disposal methods and initiates coordination and notification with approval authorities and host nation. In base closure cases, conducts site visits to review, research and update data to establish and obtain accurate US capital investment position, supported by real property records. Prepares necessary documents to reflect release conditions. Provides residual values to proper authorities for properties returned to Host Nation and to obtain recoupment of US investments and settlement of damage claims. Provides guidance and assistance regarding implementation and maintenance of all real property accounting systems, including but not limited to the General Fund Enterprise Business System, the Real Property Planning and Analysis System and the Installation Status Report. Updates and revises various real property reports by changes of existing assets when construction projects are completed or by adjusting figures to reflect approved conversions, diversions and disposals. Evaluates, analyzes and processes real property related actions to assure correct real property management and compliance, with regulations, technical manuals and to solve and prevent facility related problems. Ensures proper application of all real property regulations and guidelines by implementing policy letters and SOPs. Leads facility utilization studies, including surveying to determine space usage and requirements for units occupying Army real property, eliminates facilities shortages / excesses, and improves mission accomplishment. Reviews / checks space within the garrison IAW IMCOM space criteria regulations to ensure equitable distribution among tenant units. Coordinates space allocations, and assignments. Justifies allocations based on intermediate and long-range space investigations, cost comparisons, periods, options, and decision briefings / papers for the Garrison Commander's signature. Recommends facility utilization changes as directed by higher HQ, so that existing space overages and shortages are balanced and that redistribution results in a maximization of facility usage. Prepares documents to support requests for facility conversions / diversions based on category code uses of building. Performs functions in connection with the formulation of the Community's Master Plan which represents in graphic, narrative and tabular form the present composition of the Real Property Inventory to perform its various missions in the most efficient and economical manner. Assists in the Installation Status Report process by analyzing survey results and ensuring the accuracy of every facility in the RPI, in areas of design use category, assignment, unit of measure, planned disposition of facility and demolition status. In close coordination with the General Engineers, ensures proper accounting and evaluation of the Real Property Inventory, analysis in narrative form, and a building information schedule which provides specific data in tabulated form for each individual building. Also ensures analysis of future requirements. Cooperates with pertinent technical personnel in regard to details or matters requiring professional considerations in Master Planning.
NOTE : Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
MINIMUM QUALIFICATION REQUIREMENTS : Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S. Office of Personnel Management, as summarized below.
EXPERIENCE : Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-01 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

NOTE : Incumbent must possess a very good knowledge of the English and Italian languages, both oral and written, in order to read and understand technical instructions and directives, prepare technical specifications, participate in technical discussions, and translate a wide variety of technical, legal and other materials requiring specialized terminology.
