Smile Management Solutions in Pathankot, Punjab invites a senior professional to lead and manage complete Utility Operations, Environmental Compliance, and Statutory Liaison at the plant. The role requires 10–15 years of relevant experience in utility management, environmental compliance, and strong government liaison capabilities across ETP, RO, DM, CPU, and related systems.

Qualifications

• Minimum 10–15 years of relevant industrial experience in Utility Management, Environmental Compliance and statutory liaison.
• Strong hands-on experience in ETP, RO, DM, CPU, Chilling, Cooling Tower, Air Compressor, VAM and related utilities.
• Experience with PPCB/PCB compliance, Environmental Clearance, MoEF&CC requirements, PWRDA and electrical/statutory approvals.

Responsibilities

• Oversee operation, maintenance and performance of plant utilities to ensure uninterrupted and cost-effective supply.
• Ensure regulatory compliance and manage documentation, renewals and returns; liaise with authorities.
• Develop and manage relationships with government departments and local authorities, ensuring timely approvals and reports.
• Lead and develop the Utility & Compliance team with KPIs for efficiency, compliance, downtime and cost control.

Job Description Head Utility & Compliance Location: Pathankot, Punjab Experience: 10–15 Years Qualification: Diploma / B.Tech. Mechanical / Electrical / Chemical / relevant engineering discipline Joining: Immediate / Short Notice Preferred: Local Punjab candidate Job Purpose To lead and manage the complete Utility Operations, Environmental Compliance, Statutory Liaison and Documentation functions of the plant, ensuring reliable utility availability, regulatory compliance and smooth coordination with government and local authorities.

1. Utility Operations Overall responsibility for operation, maintenance and performance of plant utilities. Manage ETP, RO Plant, CPU, DM Plant, Chilling Plant, Cooling Towers, Air Compressors, VAM and associated utility systems. Ensure uninterrupted and cost-effective supply of utilities to production operations. Monitor utility consumption, efficiency, breakdowns and maintenance requirements. Drive energy conservation, water management and utility cost reduction initiatives. Coordinate with Maintenance, Production, Electrical and Engineering teams for smooth plant operations. 2. Environmental & Statutory Compliance Overall responsibility for PCB/PPCP, Environmental Clearance and environmental statutory compliance. Handle documentation, renewals, applications, returns and records related to regulatory approvals. Liaise with Punjab Pollution Control Board (PPCB), MoEF&CC, PWRDA, Electrical Department and other government/local authorities. Coordinate inspections, audits and visits by statutory authorities and ensure timely closure of observations. Maintain records related to ETP operation, water consumption, emissions, waste management, environmental monitoring and statutory returns. Ensure compliance with applicable environmental laws, consent conditions and EC requirements.
3. Liaison & Documentation Develop and maintain strong working relationships with government departments and local authorities. Prepare and coordinate applications, letters, compliance reports, presentations and supporting documents. Track all statutory licenses, consents, approvals, renewals and compliance deadlines. Coordinate with consultants and external agencies wherever required.
4. Team Management Lead and develop the Utility & Compliance team. Establish KPIs for utility efficiency, compliance, downtime and cost control. Conduct regular reviews and ensure accountability of team members. Train employees on utility operations, environmental compliance and emergency response.

Candidate Profile

10–15 years of relevant industrial experience in Utility Management, Environmental Compliance and Statutory Liaison. Strong hands-on experience in ETP, RO, DM, CPU, Chilling, Cooling Tower, Air Compressor, VAM and related utilities. Good knowledge of PPCB/PCB compliance, Environmental Clearance, MoEF&CC requirements, PWRDA and electrical/statutory approvals. Experience in manufacturing, food processing, distillery, ethanol, chemical or similar process industries will be preferred. Strong government liaison, documentation and communication skills. Ability to independently manage statutory matters and coordinate with multiple departments. Punjab-based/local candidate preferred. Candidate who can join immediately or within a short notice period will be preferred.
