We are looking for an Urban Planner to support the Technical Support Unit (TSU) established for the Urban Development & Housing Department, Government of Bihar. The role will contribute to the planned development of satellite townships across 11 locations in Bihar through spatial analysis, master plan review, micro-level planning, urban development strategies, and implementation planning.
The position requires strong analytical, technical, planning, documentation, and stakeholder coordination skills, along with demonstrated experience in urban and regional planning projects.
Support the review of existing master plans and preparation of micro-level plans for proposed satellite townships.
Analyse settlement patterns, growth trends, land-use characteristics, and functional linkages across identified township locations.
Contribute to the formulation of development strategies and planning interventions for satellite townships.
Undertake site visits, field observations, and ground-truthing activities to support planning assessments.
Assist in preparing regional base maps, thematic maps, spatial overlays, and other GIS-based planning outputs.
Support spatial analysis required for master planning, land-use planning, infrastructure planning, and township development.
Compile and analyse relevant datasets received from government departments and other stakeholders.
Support the review of applicable Acts, Rules, Development Control Regulations (DCRs), and land development policies.
Assist in analysing and developing frameworks related to Transferable Development Rights (TDR), Transit-Oriented Development (TOD), and other urban development mechanisms.
Contribute to the preparation of urban design, street design, and form-based development guidelines.
Support land assembly and implementation of Town Planning Schemes (TPS).
Assist in developing urban design and demonstration projects for priority township areas.
Support the preparation of planning proposals and implementation frameworks.
Prepare detailed and viable action plans, implementation strategies, financial plans, and project phasing for proposed interventions.
Assist in developing work plans, staffing plans, project schedules, and implementation timelines.
Support monitoring of project progress and deliverables.
Coordinate with relevant government departments and stakeholders for collection of datasets, information, and project inputs.
Assist in organising stakeholder consultations, meetings, group discussions, and round-table sessions.
Prepare minutes/proceedings and track action points arising from stakeholder meetings.
Handle information requests, correspondence, conference calls, and meeting schedules.
Prepare technical reports, planning documents, presentations, maps, and other project deliverables.
Communicate planning concepts, findings, recommendations, and proposed interventions effectively to stakeholders.
Support knowledge management, documentation, and publication-related activities.
Assist senior experts and project leadership in preparing materials for discussions, workshops, and presentations.
Support the design and organisation of capacity-building workshops and related materials.
Assist in developing content and communication materials related to urban planning initiatives.
Contribute to the wider dissemination and communication of project activities and outputs through appropriate digital and communication channels.
Support management and monitoring of assigned work packages/contracts.
Track deliverables, timelines, and progress and prepare periodic progress reports.
Coordinate with internal and external teams to ensure timely completion of assigned activities.
Bachelor's/Master's degree in Urban Planning, City Planning, Regional Planning, Architecture, Geography, or a related discipline from a recognised institution.
