Job summary

National Capital Region Planning Board invites applications for Senior Consultant to lead urban planning initiatives in Delhi. The role involves coordinating with central ministries and state bodies, guiding planning, transport, and infrastructure analyses, and delivering advisory services on land use and economic development.

Qualifications

Responsibilities

Job description

Key Roles and Responsibilities
  • Lead and oversee the functioning of PMU units to ensure effective project implementation.
  • Coordinate with the Ministry of Housing and Urban Affairs (MoHUA), Ministry of Road Transport and Highways (MoRTH), and other Government agencies on project-related matters.
Urban and Regional Planning
  • Lead the preparation, review, and quality assurance of functional plans, sub-regional plans, and other statutory or non-statutory planning documents.
  • Advise on the operationalisation of plan policies, including preparation of guidance notes, etc.
  • Conduct conformity reviews of sub-regional plans, master/ development plans, etc. prepared by State Town Planning Departments, UDAs, and ULBs as per the regional plan.
  • Provide technical advisory inputs on land use planning, urban form, density, transit-oriented development (TOD), and town planning schemes, etc.
Transportation and Mobility Planning
  • Provide technical advisory inputs on urban transport planning including mass transit (metro, RRTS, BRT, bus systems), non-motorised transport, freight and logistics, and mobility integration.
  • Review transport demand assessments, comprehensive mobility plans (CMPs), and station-area development plans for transit corridors.
  • Advise on multi-modal integration, last-mile connectivity, and TOD implementation along major transit corridors.
  • Prepare cross-jurisdictional transport coordination notes for use in inter-state or inter-agency forums.
Urban Utilities and Infrastructure
  • Provide technical advisory inputs on urban utilities planning including water supply, sewerage, drainage, solid waste management, power, and ICT infrastructure.
  • Conduct or review infrastructure readiness assessments for urban areas, industrial zones, and economic nodes.
  • Advise on environmental sustainability aspects of urban development, including carrying capacity assessments, climate resilience, and green infrastructure.
  • Support preparation of bankable Detailed Project Reports (DPRs) for urban infrastructure projects.
Economic Development and Investment Planning
  • Conduct or lead economic base studies, sectoral analyses, investment readiness assessments, and economic impact assessments of major infrastructure projects.
  • Develop frameworks for identifying and designating priority economic nodes, growth corridors, etc. in NCR and counter-magnet areas.
  • Provide technical inputs on land value capture instruments (development charges, betterment levies, TDR) for use by ULBs and UDAs.
  • Prepare or review investment promotion strategies, sectoral specialisation frameworks, and regulatory harmonisation notes for economic activities across jurisdictions.
Inter-Governmental Coordination and Capacity Building
  • Support stakeholder engagement and coordination with Central Ministries (MoHUA, NITI Aayog, DPIIT, Department of Economic Affairs, etc.), State Governments, UDAs, and ULBs on assignments of inter-jurisdictional nature.
  • Lead the design and delivery of capacity-building programmes for ULB and UDA staff on urban planning, economic development, and infrastructure project preparation.
  • Provide direct technical assistance to participating ULBs/UDAs on specific planning, project, or policy matters as directed.
Knowledge Products and Communications
  • Prepare briefing notes, presentations, policy papers, and analytical reports for the Competent Authority and senior Government officers.
  • Lead or contribute to flagship knowledge products of NCRPB including annual reports, sectoral status reports, and dashboard products.
  • Attend various technical meetings, workshops, and conferences as directed and prepare brief notes, etc.
Any Other Duties
  • Undertake any other professional assignment of similar nature as directed by the Competent Authority, consistent with the overall scope, qualifications, and seniority of the engagement, and within a time bound manner.
Qualification
  • Master’s degree (or higher) in Urban Planning/ Urban Management/ Urban Economics/ City Planning/ Regional Planning/ Town and Country Planning/ Transport Planning or other related fields (with minimum 60% marks); over a basic Master’s Degree in Geography/ Economics or a Bachelor’s degree in Civil Engineering/ Architecture/ Physical Planning.
Experience
  • Minimum 15 years of professional experience in urban planning, urban management, transportation, infrastructure, economic development, or other relevant thematic areas, of which a minimum of 10 (ten) years shall be in positions of substantial responsibility (team leader / project lead / senior advisor / equivalent).
  • Domain Experience: Demonstrated experience in at least 3 (three) of the following 4 (four) domain areas:
  • Urban / regional spatial planning (master plans, regional plans, statutory plans, land use, zoning)
  • Transportation and mobility planning (urban transport, freight/logistics, mass transit, TOD)
  • Urban utilities and infrastructure (water, sewerage, solid waste, power, environmental planning)
  • Economic development and investment planning (industrial policy, cluster analysis, economic impact assessment, investment promotion)
  • Inter-jurisdictional Experience: Experience in planning assignments involving multiple agencies, jurisdictions, or stakeholders.
  • Proficiency in data analytics, use of statistical package and tools, and AI applications.
  • Working knowledge in GIS-based mapping and database systems is required.
Desirable
  • Government / Statutory Body Experience: Experience of working in or with Government Ministries, Statutory Bodies, Urban Development Authorities, or other public sector institutions in a technical advisory capacity.
  • Experience of World Bank, ADB, AIIB, JICA, or other development finance institution-funded urban or infrastructure programmes.
  • Experience with Government of India flagship urban programmes - Smart Cities Mission, AMRUT 2.0, PMAY-Urban, Swachh Bharat Mission Urban, PM GatiShakti National Master Plan.
  • Published research, reports, peer-reviewed papers, or studies in urban planning, transport economics, or regional development.
  • Experience in preparing or reviewing master plans under State Town & Country Planning Acts.
  • Familiarity with the National Infrastructure Pipeline (NIP) framework and PM GatiShakti.
  • Demonstrated capability to lead multi-disciplinary teams and engage with senior government counterparts.
  • Experience as a Programme Director, Project Director, or equivalent senior leadership role in a major urban or infrastructure programme.
Key Skills & Competencies
  • Strong understanding of urban planning regulations, zoning systems, and mixed land use frameworks.
  • Excellent leadership and management skills with experience managing a finance team.
  • Strong communication and interpersonal skills with the ability to articulate ideas and interact with senior leadership, auditors, and external stakeholders.
  • Exceptional writing and editing skills(English & Hindi), with the ability to craft clear, compelling messages for various audiences and channels
  • Ability to work independently and collaboratively in a fast-paced environment, managing multiple projects and deadlines simultaneously.
  • Demonstrated proficiency in MS Office (Word, Excel, PowerPoint)
  • Familiarity with GIS platforms (ArcGIS / QGIS / equivalent) and data visualisation tools is desirable.
  • Ability to handle sensitive and confidential information.
