Qualifications

• At least 3 years in Proposal Writing, RFP Response Management, Bid Management, or Pre-Sales Content within an IT Services or Software company.
• Previous software development or engineering experience is required.
• Demonstrated end-to-end RFP response management; measurable win impact.
• Strong understanding of SDLC, APIs, Software Architecture, Agile methods, QA processes.
• Excellent technical and business writing for executive, business, and technical audiences.

Title: Technical Writer – Proposals & RFP Response

Position Overview

We are seeking a highly motivated Technical Writer – Proposals & RFP Response to own the complete proposal lifecycle-from identifying new business opportunities and researching RFPs to developing compelling, technically accurate proposals and managing successful submissions.

This is a strategic, client-facing role that goes beyond technical documentation. The ideal candidate will possess a strong technical background, exceptional writing skills, and proven experience managing end-to-end proposal development within an IT Services or Software organization. You will collaborate closely with executive leadership, solution architects, delivery teams, and sales to create winning proposals that drive business growth.

Key Responsibilities

Opportunity Research & Qualification

• Monitor government tenders, enterprise procurement platforms, RFP portals, and other procurement websites to identify relevant business opportunities.
• Evaluate RFPs, RFIs, and RFQs against organizational capabilities and qualification criteria.
• Research prospective clients, competitors, incumbent vendors, and procurement history to develop informed proposal strategies.
• Present bid recommendations and opportunity assessments to leadership.

Proposal & RFP Management

• Own the complete proposal lifecycle from opportunity qualification through final submission.
• Analyze RFP documents to identify compliance requirements, evaluation criteria, deliverables, risks, and timelines.
• Develop proposal strategies, win themes, executive summaries, value propositions, and differentiators.
• Prepare high-quality technical and business content, including:
• Executive Summaries
• Technical Solution Approaches
• Implementation Methodologies
• Staffing Plans
• Value Propositions
• Coordinate cross-functional reviews to ensure proposals are technically accurate, compliant, and submitted on time.
• Maintain proposal schedules and ensure all deadlines are met.

Technical Documentation

• Collaborate with Solution Architects, Engineers, and Delivery teams to translate complex technical concepts into client-friendly content.
• Develop capability statements, service descriptions, case studies, proof-of-concept documentation, and solution overviews.
• Create and maintain Statements of Work (SOWs), implementation documentation, and reusable proposal assets.
• Maintain a centralized proposal knowledge repository, including reusable responses, project profiles, resumes, and proposal templates.

Cross-Functional Collaboration

• Partner with executive leadership on strategic messaging for high-value pursuits.
• Work closely with Sales, Project Managers, Architects, QA teams, and Delivery teams to gather technical and business inputs.
• Continuously improve proposal workflows, compliance processes, review cycles, and version control.
• Leverage AI-powered proposal automation tools to improve efficiency and proposal quality.

Proposal Performance & Analytics

• Track and analyze proposal metrics including:
• Win Rate
• Proposal Quality Metrics
• Develop dashboards and performance reports for leadership.
• Maintain a repository of successful proposals, lessons learned, and best practices.

Required Qualifications

• Bachelor's degree in Computer Science, Information Technology, Engineering, Technical Communication, or a related field.
• Minimum 3 years of experience in Proposal Writing, RFP Response Management, Bid Management, or Pre-Sales Content within an IT Services or Software company.
• Previous software development or engineering experience is required.
• Demonstrated experience managing end-to-end RFP responses from opportunity identification through proposal submission.
• Proven track record of contributing to successful proposals with measurable win rates and business impact.
