Job summary

Simplify Alpha seeks a Senior Technical Program Manager to lead AWS and AI-first engineering delivery from our offshore Hyderabad office, coordinating software, data/BI, and DevOps streams across onshore/offshore teams.

You will translate business priorities into technical plans, drive agile execution, mentor engineering leads, ensure HIPAA-aware controls, and champion AI-enabled practices to accelerate delivery.

Qualifications

• Bachelor's degree in Computer Science, Engineering, Business, or related field; PMP, PMI-ACP, CSM, or SAFe certification is a plus
• 12–15 years of experience in technical program or project management for multi-team software programs
• Strong working knowledge of AWS services and cloud architecture concepts
• Experience with Agile/Scrum/Kanban and tools like JIRA/Confluence; ability to build and track plans and RAID logs

Role Overview

We are looking for a Technical Program Manager to lead delivery across the engineering teams supporting our health plan technology platform, spanning software engineering (Junior through Architect levels, working in Go, Python, Node.js, and AWS-based distributed systems), Data & Integration Engineering (AWS Glue, Power BI, Message Broker/ACE), and DevOps & Cloud Engineering (AWS, Terraform, Kubernetes/EKS/OpenShift). This is a techno-functional leadership role: you will own the program plan, translate customer and business requirements into clear technical direction, and track delivery across multiple concurrent workstreams and onshore/offshore teams. Just as important, you will be the driving force behind an AI-first mindset across every team and every solution, setting the expectation that AI-assisted engineering is the default way of working, not an exception.

Key Responsibilities

• Own end-to-end program and project delivery across engineering teams spanning software engineering, data/BI & integration engineering, and DevOps/cloud engineering
• Partner directly with customer and business stakeholders to understand business priorities, constraints, and success criteria within the health insurance/payer domain
• Translate business and customer requirements into clear technical requirements, epics, and stories, ensuring shared understanding across product, architecture, and delivery teams
• Build, maintain, and track detailed program plans, schedules, dependencies, RAID logs, and status reporting across all workstreams
• Drive sprint/iteration planning, backlog grooming, and delivery governance (Agile/Scrum/Kanban) across distributed onshore/offshore teams
• Champion and drive an AI-first engineering mindset across all teams, ensuring AI-assisted coding, testing, documentation, and operations practices are adopted consistently across every solution delivered
• Identify opportunities to apply AI and automation to accelerate delivery, improve quality, or reduce operational cost, and drive adoption plans together with engineering and architecture leads
• Manage cross-team dependencies across software engineering, data/BI/integration, and DevOps/cloud engineering roles, proactively resolving blockers
• Own stakeholder communication: executive status updates, steering committee reporting, and risk/issue escalation
• Partner with architects on technical roadmap alignment with business priorities
• Ensure delivery quality, compliance, and security requirements, including HIPAA-aware practices, are embedded into program execution
• Mentor and guide engineering leads on program management fundamentals and on driving AI-first delivery within their teams

Required Qualifications

• Bachelor's degree in Computer Science, Engineering, Business, or a related field; PMP, PMI-ACP, CSM, or SAFe certification is a plus
• 12–15 years of experience in technical program or project management, including delivery of complex, multi-team software engineering programs
• Strong working knowledge of AWS services and cloud architecture concepts, sufficient to engage credibly with engineering and architecture teams on technical trade-offs
• Strong command of program/project management tools and methodologies (Agile/Scrum/Kanban, JIRA, Confluence, MS Project, or similar), including building and tracking project plans, RAID logs, and status reports
• Demonstrated ability to understand customer and business context and translate business requirements into actionable technical direction for engineering teams
• Strong analytical and problem-solving skills to track progress, surface risks early, and drive resolution across multiple concurrent workstreams
• Strong verbal and written communication skills, including experience presenting to senior stakeholders and clients
• Experience managing and coordinating distributed onshore/offshore delivery teams
• Strong stakeholder management skills across business, engineering, and executive audiences
• A genuine AI-first mindset: able to identify, champion, and drive adoption of AI-assisted engineering practices (AI coding assistants, agentic workflows, AI-assisted testing and documentation) across every team and every solution under their management
• Practical, hands-on familiarity with AI coding/assistant tools (e.g., Claude Code, GitHub Copilot, Cursor, or similar), sufficient to credibly set expectations and coach teams on effective, responsible usage
• Able to define and track AI-adoption goals and metrics across engineering teams (e.g., proportion of AI-assisted work, cycle-time improvement, quality impact) as part of program governance
• Understanding of responsible and compliant AI usage in a health-insurance context, including data-privacy safeguards such as never exposing PHI or sensitive member/client data to external AI tools, and the ability to enforce these standards across teams
• Able to evaluate where AI can be applied across the full solution lifecycle, requirements analysis, design, coding, testing, documentation, and operations, and build these expectations into program plans
• Comfortable partnering with architects and engineering leads to embed AI-first practices into technical roadmaps and solution designs

Preferred Qualifications

• Experience in the US health insurance or payer domain: claims, eligibility, enrollment, provider/member data, and HIPAA-aware program delivery
• Experience managing programs supporting health plan clients in a consulting or professional services environment
• Familiarity with the specific technologies used by the teams under management: Go, Python, Node.js, AWS EKS/OpenShift, AWS Glue, Power BI, IBM Message Broker/ACE, and cloud DevOps toolchains (Terraform, CI/CD)
• AWS Certified Cloud Practitioner or AWS Certified Solutions Architect (Associate)
• Experience establishing AI governance frameworks or an AI center-of-excellence function within an engineering organization
