Qualifications

• Accredited four year degree or global equivalent in applicable field and 7 years of work-related experience, or 11 years if non-degreed.
• At least 2 years experience managing APAC talent acquisition activities.
• Ability to communicate effectively with audiences including management, coworkers, clients, vendors, contractors, and visitors.
• Job related technical knowledge necessary to complete the job.
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
• Attention to detail and time-conscious work style.

Responsibilities

• Provide expert guidance to hiring managers and manage all stages of recruitment.
• Recruit effectively within competitive and specialized markets with strong business acumen and stakeholder management.
• Lead full-cycle recruitment for roles at all levels with emphasis on ethical hiring and global compliance.
• Coordinate with Recruitment Team and stakeholders to ensure services meet company needs.
• Provide recruitment support to mitigate business liabilities and support new proposals and growth strategies.
• Offer market data to support remuneration reviews and business proposals.
• Advocate consistent recruitment processes to internal and external stakeholders.
• Lead or support HR recruitment managers in sourcing, interviewing, offers, and onboarding steps.
• Adhere to Fluor's Health, Safety & Environmental and Sustainability policies.

Scope

This position is responsible for consultation pertaining to HR practices and policies for assigned client groups or specific discipline. The responsibilities could include consultation on the portfolio of HR programs and initiatives or acting as a subject matter expert for an HR discipline with the intent to ensure maximum effectiveness of the Human Resources function.

Principal Job Duties & Responsibilities

• The Senior Recruiter will provide expert guidance to hiring managers, manage all stages of the recruitment process, and drive an exceptional candidate experience
• This role requires strong business acumen, stakeholder management, and the ability to recruit effectively within competitive and specialized markets
• Lead and execute full‑cycle recruitment for roles at all levels with a strong commitment to ethical hiring, process excellence, and global compliance standards
• Manage an effective working relationship with the Recruitment Team and key stakeholders to ensure that recruitment services are meeting the needs of the company
• Provide recruitment support and services to mitigate business exposure to employee related liabilities
• Provide recruitment advice and market data to support new business proposals, remuneration reviews and growth strategies
• Align, advocate, and communicate consistent recruitment process to internal and external stakeholders
• Lead recruitment function or support HR recruitment manager, and departments in sourcing, interviewing/screening, making offers, and initial stages of on-boarding candidates
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies Effectively develop and apply the Core Skills to the job
• This is an individual contributor role

Basic Job Requirements

Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years* of work-related experience or a combination of education and directly related experience equal to eleven (11) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

At least two (2) years experience managing APAC (Asia Pacific Region) talent acquisition activities

Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

Job related technical knowledge necessary to complete the job

Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

• Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, Industrial Relations, Finance, or related field, with significant experience in Human Resources
• Professional in Human Resources (PHR) certification, or applicable HR accreditation
• Demonstrated problem-solving skills of a complex nature
• Demonstrated ability to be discreet with confidential company and employee information
• Experience providing consultation to managers and HR staff
• Excellent written and oral communication skills
• Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
• Broad knowledge of internal database applications for designated discipline
