Millennium Software Solutions is seeking a State Head/Operations Head to drive end-to-end management and profitability of skill development projects in Andhra Pradesh. You will act as the primary liaison with state government bodies, ensuring training targets, quality standards, and placement mandates are met.

You will oversee project implementation across centers, monitor enrollment and trainer productivity, and ensure compliance with PMKVY 4.0 and DDU-GKY SOPs.

Formación

• MBA/MSW or PG in Social Work/Rural Development/Management.
• 8–12 years in Skill Development with leadership experience.
• Deep knowledge of DDU-GKY SOPs, PMKVY 4.0 guidelines, and state schemes.
• Strong negotiation, public speaking and team leadership.
• Proficiency in English, Hindi and local language.

• Track post-placement salary documentation 6–12 months.
• Manage state-level P&L and stabilize invoicing.

Role Objective

The State Head /Operations Head is responsible for the end-to-end management, implementation, and profitability of skill development projects within the assigned state. You will act as the primary liaison between the organization and state government bodies, ensuring that training targets are met, quality standards are maintained, and placement mandates are fulfilled.

Key Responsibilities

1. Project Implementation & Operations

• Oversee the setup and mobilization of training centers (PMKVY, DDU-GKY, Vishwakarma, etc.) as per branding and infrastructure guidelines.
• Monitor daily center operations, including candidate enrollment, biometric attendance, and trainer productivity.
• Ensure the curriculum is delivered as per the guidelines of the client.
• Team management at multiple locations in the state.
• Flexible to travel to any location on a short notice

2. Government Liaison & Compliance

• Build and maintain strong relationships with State Skill Development Missions (SSDMs) and Different state government departments.
• Manage the end-to-end documentation for project cycles: from MoU signing to UC (Utilization Certificate) submission.
• Ensure 100% compliance with audits and physical inspections conducted by government agencies.

3. Placement & Industry Linkages

• Drive the placement team to achieve the mandatory 70%80% placement rate for certified candidates.
• Organize regional Rozgar Melas (Job Fairs) and sign MoUs with local industries for captive placement.
• Track post-placement tracking and salary documentation for at least 612 months.

4. Financial Management

• Manage the state-level P&L (Profit & Loss).
• Ensure timely invoicing and follow up for the release of payment tranches
• Optimize operational costs without compromising on training quality from government departments.

5 Local Center Identification & Onboarding

Identify suitable local training centers, institutions, and infrastructure within the assigned state for skill development projects, assess their facilities against project requirements, and coordinate their onboarding and operational readiness as per government guidelines.

Required Qualifications & Skills

Education

PreferredMBA, MSW, or Post-Graduate in Social Work/Rural Development/Management.

Experience

812 years in Skill Development (at least 3 years in a leadership role).

Project Knowledge

Deep understanding of DDU-GKY SOPs, PMKVY 4.0 guidelines, and state-specific schemes.

Soft Skills

Excellent negotiation, public speaking, and team leadership.

Language

Proficiency in English, Hindi & Regional language (respective to the State).
