Job summary

Arrow Associates Infrastructure Private Limited in Mumbai is seeking a qualified Social Impact professional to lead SIA efforts for highway projects. The role requires identifying social risks including land acquisition and displacement, and developing mitigation plans such as RAPs and IPPs.

Qualifications

• Qualification: B.A in sociology/ Economics and M.A in sociology/ Economics.
• Experience: 15 years in highway infrastructure projects.

Responsibilities

• Conduct Social Impact Assessments (SIA) for highway projects.
• Identify social risks including land acquisition, displacement, and vulnerable groups.
• Prepare RAPs/IPPs or Livelihood Restoration Plans as required.
• Ensure gender and inclusion are integrated in design and implementation.
• Develop SEP and stakeholder consultation strategies with affected communities.
• Facilitate public hearings and disclosure meetings with authorities.
• Document inputs and incorporate into project decisions.
• Support Land Acquisition and Resettlement with government authorities.
• Oversee compensation disbursement, relocation and livelihoods restoration.
• Monitor compliance with safeguard measures during construction and operation.
• Develop and maintain GRM and track grievance resolution.
• Prepare monthly/quarterly monitoring reports on social performance.
• Liaise with contractors to ensure social mitigation measures are implemented.
• Maintain social data and documentation for audits.

Conduct Social Impact Assessments (SIA) in accordance with applicable laws and guidelines (e.g., RFCTLARR Act 2013, World Bank ESS, ADB SPS, etc.).

Identify and assess potential social risks including land acquisition, displacement, community health and safety, and vulnerable groups.

Prepare and implement Resettlement Action Plans (RAPs), Indigenous Peoples Plans (IPPs), or Livelihood Restoration Plans as required.

Ensure integration of gender and inclusion aspects in the project design and implementation.

Develop and implement Stakeholder Engagement Plans (SEP) and consultation strategies with affected communities.

Facilitate public hearings, workshops, and disclosure meetings in coordination with local authorities.

Document stakeholder inputs and ensure they are incorporated into project decisions.

Support the Land Acquisition and Resettlement process in coordination with government authorities.

Oversee compensation disbursement, relocation, and livelihood restoration activities.

Monitor compliance with social safeguard measures during construction and operation phases.

Develop and maintain a Grievance Redress Mechanism (GRM) and track grievance resolution.

Prepare monthly/quarterly monitoring reports on social performance and compliance.

Liaise with contractors and supervision consultants to ensure implementation of social mitigation measures.

Maintain social data and documentation for audits and review missions.

Requirements
