Job summary

Surbana Jurong is seeking a Senior QS & Billing Expert for a Railway Project Site in India. The role focuses on quantity surveying, measurement, billing, cost monitoring and contract administration, ensuring compliance with contract conditions and project requirements.

The candidate should have 10+ years of experience and a BE/B.Tech in Civil Engineering. The project involves railway civil works and related multidisciplinary coordination across engineering and planning teams.

Qualifications

  • 10+ years of experience in quantity surveying, billing, and commercial management.

Responsibilities

  • Review and verify contractor measurements, RA bills, final bills, and supporting documents.
  • Prepare and check detailed quantities, BOQs, rate analysis, and cost estimates for civil and railway works.
  • Monitor quantities at site and reconcile them with drawings, BOQ and contracts.
  • Conduct joint measurements with contractors and maintain measurement records.
  • Review variations, extra items, deviations, and rate analyses for additional works.
  • Monitor project costs against approved budgets and contract values.
  • Assist in contract administration and interpretation of BOQ and payment terms.
  • Review contractor submissions related to claims and extensions of time.
  • Coordinate with engineering, planning, and project teams for billing issues.
  • Maintain records of measurements, bills, variations and commercial correspondence.
  • Prepare monthly commercial reports and charging status reports.
  • Ensure compliance with Indian Railways/RDSO requirements and standards.
  • Support the Project Manager on commercial matters.

Senior QS & Billing Expert – Railway Project Position

Experience: 10+ Years

Qualification: Bachelor's Degree in Civil Engineering (B.E./B.Tech) from a recognized university.

Location: Railway Project Site

Role Purpose

The Senior QS & Billing Expert will be responsible for quantity surveying, measurement, billing, cost monitoring, contract administration, and commercial management of railway civil infrastructure works, ensuring accurate billing and compliance with contract conditions, specifications, and project requirements.

Key Responsibilities
  • Review and verify contractor measurements, RA bills, final bills, and supporting documents.
  • Prepare and check detailed quantities, BOQs, rate analysis, and cost estimates for civil and railway infrastructure works.
  • Monitor quantities executed at site and reconcile them with approved drawings, BOQ, and contract provisions.
  • Conduct joint measurements with contractors and site teams and maintain accurate measurement records.
  • Review variation claims, extra items, deviation statements, and rate analysis for additional works.
  • Monitor project costs, quantities, and expenditure against the approved budget and contract value.
  • Assist in contract administration, including interpretation of BOQ, specifications, payment terms, and contractual provisions.
  • Review contractor submissions related to claims, extensions of time, escalation, and other commercial matters.
  • Coordinate with engineering, planning, construction, and project management teams for timely resolution of billing and quantity-related issues.
  • Maintain records of measurements, bills, variations, quantities, and commercial correspondence.
  • Prepare monthly commercial reports, cost statements, quantity reconciliation, and billing status reports.
  • Ensure compliance with project specifications, contract conditions, Indian Railways/RDSO requirements, and applicable standards.
  • Support the Project Manager in commercial and contractual matters related to railway civil works.
Required Skills & Competencies
  • Strong knowledge of Quantity Surveying, billing, measurement, BOQ, rate analysis, and cost control.
  • Good understanding of civil construction contracts and contract administration.
  • Proficiency in MS Excel, MS Office, AutoCAD, and quantity/billing software.
  • Ability to independently verify contractor bills and assess quantities at site.
  • Strong analytical, numerical, documentation, and reporting skills.
  • Good communication and coordination skills with contractors and project stakeholders.
  • Ability to work effectively in a multidisciplinary project environment.
Preferred Experience
  • Minimum 10 years of experience in Quantity Surveying, Billing, Cost Control, or Commercial Management.
  • Experience in railway/metro infrastructure projects will be preferred.
  • Experience in civil works such as railway formation, earthwork, bridges, culverts, stations, drainage, and other infrastructure works.
  • Experience in EPC/Item Rate/Construction Contracts, contractor billing, variations, claims, and final account settlement.
  • Knowledge of Indian Railways, RDSO, Metro Rail standards, SOR/DSR, and railway contract procedures will be an advantage.
