With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit realworld systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Womens Cancers, Non-Communicable Diseases, Digital Health).The programs that will be supported by this position focus on improving the health and well-being of pregnant women and newborns, through high-quality, evidence-based healthcare services. The programs support different State Governments in strengthening health systems, improving service delivery, and ensuring equitable access to essential healthcare.This position of Senior Officer/Advisor, Monitoring, Evaluation & Research will be based at New Delhi. The position will work closely with the state office teams and India country office team for designing and implementing the project MER plans. The position will report to Senior Advisor, MERL.

Responsibilities
  • Develop MER plans for Maternal and Newborn Health (MNH) projects with guidance from supervisor and the project management team.
  • Implement the MER plans with guidance from supervisor and the program management team.
  • Support evaluation, research and learning activities under the project – developing research protocols, drafting determination request forms, developing data collection tools, drafting other research related documents and managing IRB submissions.
  • Develop and implement procedures for effective data management, data sharing and data analysis.
  • Ensure quality, consistency and adherence to best practices for M&E across the program, including data quality use in the reports.
  • Record and report progress against all indicators as per the MER plan and steer the process of designing the tools for such progress reports.
  • Undertake regular visits to the field to support implementation of MER plan and to identify where adaptations might be needed.
  • Support field offices in data quality checks, documentation and analyzing reports for dissemination.
  • Prepare reports on M&E findings as required, working closely with supervisor, program team and the donors.
  • Support in documentation of various project results, learnings & processes, and development of learning briefs, advocacy briefs, success stories and fact sheets for strategic sharing and dissemination.
  • Draw up Terms of References (TORs) for partner organizations/learning partners to support specific project research studies with guidance of supervisor and program team.
  • Coordinate with partner organizations/learning partners during the course of engagement with them.
  • Perform other duties as assigned by the supervisor to achieve the project goals.
Required Qualifications
  • Master’s in public health, Epidemiology, Health Informatics/Population Studies, Health Management or related subjects
  • At least five years of relevant professional experience of working with public health programs/ organizations especiallyin the field of Monitoring, Evaluation and Research related activities.
  • Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
  • Experience with digital platforms for Monitoring, Evaluation and Research would be an added advantage.
  • Prior experience in Maternal and Newborn Health care programs or Quality improvement/ Quality Assurance interventions would be an added advantage.
  • Prior Experience with IRB/ethics submissions and scientific manuscript development, with peer-reviewed publications, will be an added advantage.
Preferred Qualifications
  • Ability to analyse
  • Ability to produce documents and reports of professional quality and coordinate activities independently.
  • Fluency in spoken and written English and Hindi required.
  • Computer skills demonstrating competency in MS Office Suite and at least one statistical package such as SPSS or STATA.
  • Experience in designing and conducting qualitative and quantitative research.
  • Ability to multitask and work in a multi-cultural team.
  • Ability to develop productive working relationships with other team members, agencies, stakeholders and other organizations.
  • Excellent organizational skills.
  • Ability to travel up to 20% of the time
