The Senior Engineer - QA/QC (ELV) is responsible for managing and implementing quality assurance and quality control activities for Extra-Low Voltage (ELV) systems across project engineering, installation, testing, commissioning, and handover stages. The role ensures that ELV works are executed in accordance with approved drawings, project specifications, applicable codes and standards, inspection and test plans, and established quality procedures. The position works closely with engineering, project management, construction, subcontractor, consultant, and client teams to identify quality requirements, prevent non-conformities, and achieve compliant and timely project delivery.
Quality Assurance and Quality Control
- Develop, implement, and maintain QA/QC procedures, inspection plans, checklists, and quality records for ELV systems.
- Review project specifications, approved drawings, material submittals, method statements, risk assessments, and inspection and test plans before commencement of work.
- Ensure ELV installation activities comply with approved design documents, project requirements, applicable authority regulations, and relevant international standards.
- Establish inspection and verification requirements for structured cabling, data and voice systems, CCTV, access control, public address and voice evacuation, audio-visual systems, master clock systems, building management interfaces, intercom, SMATV/IPTV, and other ELV systems as applicable to the project.
- Monitor the quality of materials, equipment, workmanship, and installation practices at site.
- Verify that delivered materials and equipment are approved, properly stored, protected, and traceable to the relevant documentation.
- Conduct inspections at defined stages of installation and ensure that work is not concealed before required approvals are obtained.
- Coordinate and witness inspections, testing, pre-commissioning, commissioning, and integrated system testing with consultants, clients, authorities, and specialist vendors.
- Review test results, calibration certificates, inspection reports, and commissioning records for completeness and compliance.
- Ensure that inspection and test equipment is calibrated and suitable for the required measurements.
Site Inspection and Compliance Monitoring
- Perform routine and detailed inspections of ELV installation works, including containment, cable routing, termination, labeling, grounding, equipment mounting, system configuration, and interface connections.
- Verify installation quality against approved shop drawings, coordinated layouts, builders’ work requirements, and manufacturer recommendations.
- Check segregation, bend radius, support spacing, cable identification, termination quality, rack and cabinet arrangement, patching, and equipment accessibility.
- Monitor subcontractor and specialist contractor activities to confirm adherence to approved method statements and quality requirements.
- Identify defects, incomplete works, deviations, and potential quality risks at an early stage.
- Maintain inspection logs, surveillance records, punch lists, and daily or weekly quality reports.
- Support verification of system functionality, performance, coverage, connectivity, and interface requirements before formal testing and handover.
Non-Conformance and Corrective Actions
- Raise, track, and close inspection requests, non-conformance reports, site observation reports, and corrective action requests.
- Investigate the root cause of quality issues and recommend appropriate corrective and preventive actions.
- Follow up with construction and subcontractor teams to ensure timely rectification of identified defects.
- Verify completed corrective actions and maintain objective evidence for closure.
- Monitor recurring defects and recommend process improvements to prevent rework and repeated non-compliance.
Documentation and Handover
- Maintain accurate and organized QA/QC documentation throughout the project lifecycle.
- Review and coordinate inspection requests, material inspection reports, test records, commissioning documentation, and quality dossiers.
- Verify that as-built drawings, operation and maintenance manuals, warranties, certificates, test reports, training records, and spare-parts documentation meet project requirements.
- Support the preparation and review of system handover packages and final quality dossiers.
- Ensure traceability of inspections, approvals, test results, and rectification records.
- Participate in internal, consultant, client, and third-party quality audits as required.
Coordination and Reporting
- Coordinate with design, procurement, construction, commissioning, and project controls teams to resolve quality-related issues.
- Attend coordination meetings, progress meetings, technical workshops, and quality review meetings.
- Provide regular updates on inspection status, outstanding observations, non-conformances, testing progress, and handover readiness.
- Provide technical guidance to engineers, inspectors, supervisors, and subcontractor personnel on ELV quality requirements.
- Support planning activities by identifying inspection hold points, testing requirements, resource needs, and potential quality risks.
Key Requirements
- Bachelor’s degree or diploma in Electrical Engineering, Electronics Engineering, Telecommunications Engineering, or a related discipline.
- Relevant professional experience in QA/QC, construction supervision, installation, testing, commissioning, or project delivery of ELV systems.
- Strong knowledge of ELV systems, installation practices, inspection procedures, testing methods, and commissioning requirements.
- Experience reviewing drawings, specifications, method statements, inspection and test plans, material submittals, and technical documentation.
- Ability to interpret ELV layouts, schematics, riser diagrams, cable schedules, containment drawings, and coordinated services drawings.
- Knowledge of quality management principles, non-conformance control, root-cause analysis, corrective actions, and document control.
- Familiarity with applicable international codes, local authority requirements, manufacturer guidelines, and project-specific quality standards.
- Practical understanding of structured cabling, fiber-optic systems, CCTV, access control, public address, voice evacuation, intercom, audiovisual systems, and other integrated ELV solutions.
- Ability to coordinate inspections and testing with consultants, clients, authorities, vendors, and specialist subcontractors.
- Strong analytical, reporting, communication, coordination, and problem-solving skills.
- Proficiency in preparing quality reports, inspection records, punch lists, test documentation, and handover dossiers.
- Ability to work effectively in a site-based, multidisciplinary, and deadline-driven project environment.
