Job Summary
The Purchase Manager is responsible for planning, sourcing, negotiating, and procuring materials, equipment, and services required for substation EPC (Engineering, Procurement, and Construction) projects. The role ensures timely procurement of quality materials at competitive prices while complying with project specifications, contractual requirements, and company procurement policies.
Key Responsibilities
Procurement & Vendor Management
- Develop and implement procurement strategies for substation EPC projects.
- Source and procure electrical equipment such as power transformers, circuit breakers, isolators, CTs, PTs/CVTs, surge arresters, control and relay panels, cables, insulators, structures, hardware, and associated accessories.
- Procure civil, structural, and construction materials required for project execution.
- Identify, evaluate, develop, and maintain relationships with approved vendors and manufacturers.
Tendering & Negotiation
- Float RFQs/RFPs to approved vendors.
- Negotiate prices, payment terms, delivery schedules, warranties, and contractual conditions.
- Finalize purchase orders and contracts while ensuring cost optimization.
Project Procurement
- Coordinate with engineering, planning, and project execution teams to understand procurement schedules.
- Ensure timely availability of materials to avoid project delays.
- Monitor procurement progress and expedite critical deliveries.
- Track long-lead items and prepare procurement status reports.
Cost Control
- Achieve annual procurement cost savings through strategic sourcing and negotiations.
- Monitor market trends, commodity prices, and supplier performance.
- Develop alternate sourcing strategies for critical materials.
Documentation & Compliance
- Prepare purchase orders, work orders, and procurement contracts.
- Ensure compliance with project specifications, quality standards, and statutory requirements.
- Maintain procurement records, vendor documentation, and contract files.
Coordination
- Resolve supplier-related issues affecting project schedules.
- Support project teams during execution and commissioning.
Risk Management
- Identify procurement risks and develop mitigation plans.
- Maintain multiple qualified suppliers for critical equipment.
- Resolve supplier disputes and contractual issues.
Required Qualifications
- Bachelor's Degree in Electrical Engineering, Mechanical Engineering, or related discipline.
- MBA/Postgraduate Diploma in Supply Chain Management
Experience
- 3-4years of procurement experience in Substation EPC, Transmission & Distribution, Power Infrastructure, or Electrical EPC projects.
- Experience in procuring 66 kV to 765 kV substation equipment is preferred.
- Proven experience in vendor development and contract negotiation.
Technical Skills
- Knowledge of substation equipment and electrical materials.
- Understanding of EPC procurement processes and project lifecycle.
- Familiarity with technical specifications, BOQs, and tender documents.
- Knowledge of commercial terms (INCOTERMS, GST, payment terms, LD clauses, warranties, etc.)
