Project/Cluster Coordinator – Urban Habitat

Instituted on August 16, 2016, Tata Steel Foundation (TSF) is a wholly owned subsidiary of Tata Steel Limited mandated with the responsibility of executing CSR for Tata Steel. A Section 8 company, TSF is rapidly growing across Odisha, Jharkhand, Bengal, Maharashtra, Punjab, and Uttar Pradesh with over 1600+ people and presence in over 16 units. Location of Posting: Odisha (Angul, Dhenkanal, Jajpur, Keonjhar, Ganjam, Sambalpur, Rourkela and Mayurbhanj districts of Odisha)

Purpose of the Role for Project Coordinator

Lead the programme at ULB level in collaboration with different stakeholders. Ensure engagement with communities, Slum Dwellers Associations (SDAs), Urban Local Body (ULB) officials, and other stakeholders to drive inclusive development in informal settlements.

Key Deliverables
  • Stakeholder Coordination: Collaborate with ULB officials, frontline workers, and partner organizations for seamless execution.
  • Capacity Building: Build capacity of Cluster Coordinators for quality delivery. Visits to slum clusters to monitor progress and facilitate project activities.
  • Community Mobilization: Strengthen capacity of SDA leaders and build trust with slum residents, elected representatives, and community leaders.
  • Conflict Resolution: Address and manage local conflicts with sensitivity and tact.
  • Progress Monitoring: Track implementation milestones and regularly update the progress to the State PMU.
Key areas of intervention

1 – Unlocking Public Entitlements: Ensure saturation of government schemes at individual, household, and community levels. Address documentation gaps through Common Service Centers and Mo Seba Kendras. Build capacity of frontline facilitators in household profiling and scheme linkages. Prioritize inclusion of vulnerable groups – persons with disabilities, informal workers, elderly, and women‑headed households – for equitable access to entitlements.

2 – Participatory Habitat Planning: Facilitate participatory spatial and vulnerability mapping of slums to co‑create draft neighborhood development plans that reflect both community aspirations and technical feasibility. With support from Urban Local Bodies, implement these plans to ensure universal access to improved civic services and infrastructure.

3 – Strengthening Slum Institutions: Enhance the capacity of existing Slum Dweller Associations through leadership development, community asset mapping, and operational guidelines for infrastructure maintenance. These institutions will serve as platforms to integrate cross‑cutting themes such as climate resilience, child protection, health‑seeking behaviour, and social inclusion.

Purpose of the Role for Cluster Coordinator

Lead field implementation of the Odisha Urban Habitat Programme across 15–20 slums. Ensure daily engagement with communities, Slum Dwellers Associations (SDAs), Urban Local Body (ULB) officials, and other stakeholders to drive inclusive development in informal settlements.

Key Deliverables
  • Field Engagement: Conduct daily visits to slum clusters to monitor progress and facilitate project activities.

Minimum Qualification

Graduate in any discipline (additional weightage for candidates from Social Work, Engineering and allied fields, Management, Urban Development, Urban Governance/Planning, or related backgrounds).

Minimum Work Experience

Project Coordinator: Minimum 2+ years of experience.
Cluster Coordinator: Minimum 1+ year of experience.
