Job summary

National e-Governance Division invites an experienced Programme Manager to own the OPOP vision, align across DoPPW, MeitY/NeGD and partner agencies, and drive cross-team coordination for successful delivery.

You will oversee governance, budgets, timelines and risks, and drive phased delivery from Base Platform to inter-ministry integration, ensuring compliance with DPDP Act and accessibility standards.

Qualifications

• Bachelor's or Master's degree in engineering, CS or related field.
• 15+ years of experience in managing large-scale, multi-stakeholder Government/PSU IT programmes.
• Strong governance, budget ownership and vendor management experience.

Responsibilities

Job description

• Own the overall programme vision for One Pension One Portal (OPOP), cross-team coordination & stakeholder alignment across all workstreams (DoPPW, MeitY/NeGD, implementation agency & allied bodies such as CPAO, DoE & disbursing banks).
• Drive strategic decision‑making, manage budgets, timelines & risks at the programme level, ensuring alignment between DoPPW's business objectives & platform delivery.
• Chair/participate in Joint Steering Committee & governance forums, and represent the programme in reviews with DoPPW, MeitY & NITI Aayog.
• Oversee phased delivery across Phase 1 (Base Platform), Phase 2 (Service Integrations), Phase 3 (InterMinistry Integration) & Phase 4 (O&M).
• Ensure adherence to DPDP Act 2023, WCAG 2.1 AA & GIGW 3.0 requirements at the programme governance level.
• Manage vendor/agency performance, SLAs, escalations & contractual milestones for the engaged System Integrator.
• Provide periodic progress, financial & risk reporting to NeGD & DoPPW leadership.

Required Skills and Qualifications:

• Bachelor's/Master's degree in Engineering, Computer Science, Management or related field.
• 15+ years of experience in managing large-scale, multi-stakeholder Government/PSU IT programmes, preferably citizen-centric digital platforms.
• Demonstrated experience in programme governance, budget ownership & vendor management for projects of comparable scale.
• Strong understanding of e-Governance frameworks, Digital India initiatives & public digital infrastructure.
• Excellent stakeholder management, communication & leadership skills; ability to work with Central Government Departments.
• Familiarity with Agile/Waterfall delivery models, SLA-based contracts & QCBS-based procurement.
• Certifications (desirable): PMP / PgMP / Prince2 or equivalent programme management certification.
