Qualifications

• Strategic planning and roadmap development experience.

Responsibilities

• Own end-to-end delivery of the program across implementation and O&M phases.
• Establish and operationalize the Program Governance Framework.
• Lead and chair Steering Committee and governance review meetings.
• Define program roadmap, execution strategy, and transformation plan.
• Ensure alignment of program objectives with government priorities.
• Act as SPOC for the Department of Industries and manage senior government stakeholder communications.
• Monitor schedules, budgets, quality metrics, and deliverables; ensure milestones and contractual obligations.
• Lead risk, compliance, security, and audit readiness activities.
• Oversee resource allocation, subcontractors, and multi-vendor coordination.
• Review invoices, CRs, and ensure compliance with commercial terms.

Job Title: Program Manager

Role Summary

We are seeking an experienced Program Manager to lead large-scale Digital Transformation and e-Governance initiatives. The candidate will be responsible for overall program governance, stakeholder management, project delivery, risk management, vendor coordination, and commercial oversight across implementation and Operations & Maintenance (O&M) phases.
The ideal candidate should have extensive experience managing State or Central Government projects, enterprise-scale platforms, and multi-vendor ecosystems while ensuring compliance with program objectives, timelines, budgets, and quality standards.

Key Responsibilities

Program Governance

• Own end-to-end delivery of the program across implementation and O&M phases
• Establish and operationalize the Program Governance Framework
• Lead and chair Steering Committee and governance review meetings
• Define program roadmap, execution strategy, and transformation plan
• Ensure alignment of program objectives with business and government priorities

Stakeholder Management

• Act as the Single Point of Contact (SPOC) for the Department of Industries.
• Manage communication and engagement with senior government officials and executive stakeholders.
• Facilitate decision-making and conflict resolution among stakeholders

Delivery Management

• Monitor project schedules, budgets, quality metrics, and deliverables
• Ensure achievement of project milestones and contractual obligations
• Conduct periodic implementation progress reviews
• Manage and resolve critical project escalations and dependencies
• Drive adherence to project plans, governance standards, and best practices

Risk, Compliance & Quality Management

• Establish and manage Enterprise Risk Management processes
• Ensure SLA adherence and governance
• Monitor security compliance and regulatory requirements
• Lead audit readiness and compliance management activities
• Implement corrective and preventive actions for identified risks and issues

Resource Management

• Lead and oversee the overall project and program team
• Review and approve deployment and resource allocation plans
• Build high-performing cross-functional teams
• Manage subcontractors, consultants, and partner organizations
• Ensure optimal utilization of resources across workstreams

Commercial Management

• Review and approve customer invoices and billing milestones
• Evaluate and approve Change Requests (CRs)
• Ensure compliance with contractual obligations and commercial terms
• Manage acceptance processes and customer sign-offs
• Monitor program financial health, forecasts, and profitability

Experience Requirements

• Minimum 15+ years of IT industry experience.
• At least 8 years of experience managing large Digital Transformation, Smart Governance, or e-Governance programs.
• Proven experience in implementation and management of:
  - State Government Portals
  - Central Government Portals
  - Single Window Systems
  - Digital Governance Platforms
  - ERP Solutions
  - CRM Platforms
  - Enterprise Application Platforms

• Experience in managing multi-vendor and multi-department programs.
• Strong understanding of government project execution frameworks, program governance, and PMO operations.
