Job summary

MicroSave Consulting is a boutique firm focused on financial inclusion and public sector reform. We seek a Senior Public Finance Consultant to shape and deliver next-generation reforms at scale by working directly with government ministries and departments in India.

You will lead Digital PFM initiatives, coordinate with ministries, and design data-driven budgeting and policy solutions, while engaging development partners and stakeholders across the public sector.

Qualifications

• Bachelor's degree in technology, computer science, economics, public finance, accounting, or public policy is required.
• MBA or master’s in public finance, policy, economics, or development studies is required (candidates with strong PFM or budgeting experience preferred).
• Minimum 7+ years of relevant professional experience in development or public sector ecosystem, including consulting firms, think tanks, donor agencies, or government.
• Experience in budgeting and public financial management, including budget formulation, expenditure tracking, and budget classification/coding; climate- and gender-responsive budgeting preferred.

Responsibilities

• Act as the primary liaison between MSC and client ministries/departments to ensure seamless implementation, coordination, and reporting of Digital PFM initiatives.
• Collaborate with government teams, technology partners, and MSC consultants to design and implement technology-enabled public finance reforms.
• Lead the ideation, design, digitisation, and implementation of Digital PFM solutions, including process reengineering and data-driven decision support.
• Conduct diagnostics and analytical research to identify system gaps and inform solution design and implementation strategies.
• Lead budget diagnostics and reform design, and support budget formulation, execution tracking, and expenditure.
• Design and implement budget tagging systems (climate, gender, SDG-linked budgeting) and strengthen calendar-based budgeting and fiscal decentralisation.

Job Description

This is an opportunity toshape and deliver next-generation public finance reforms at scale, workingdirectly with government ministries and departments to transform how publicresources are planned, allocated, tracked, and managed. The role offers the chanceto combine public finance expertise, digital innovation, and hands-onimplementation to build solutions that improve transparency, efficiency,accountability, and evidence-based decision-making, while contributing toemerging areas such as climate- and gender-responsive budgeting. With exposureto senior government stakeholders, development partners, and diverse publicsector challenges, the role also provides a strong platform to shape newengagements, build scalable solutions, and influence the public sector transformation across India.

• Lead budget diagnostics and reform design(budget credibility, classification systems, PEFA-type assessments), and supportbudget formulation, execution tracking, and expenditure.
• Design and implement budget tagging systems (e.g.,climate, gender, child, SDG-linked budgeting) and strengthen budget calendars, output/outcome-basedbudgeting, and fiscal decentralisation processes
• Facilitate stakeholder consultations,workshops, and cross-functional coordination to drive alignment acrossgovernment and partner institutions
• Engage with key stakeholders, including central/stategovernments, NITI Aayog, development partners, donors, think tanks, andprivate-sector actors, to support implementation and collaboration
• Lead the development of project deliverables,including concept notes, strategy papers, analytical reports, and presentations
• Contribute to business development byidentifying opportunities within ongoing engagements and supporting proposaldevelopment and solution articulation
• Supportknowledge management and dissemination through the development of blogs, briefingnotes, policy papers, and other knowledge products.

Requirements

Experience:

• Minimum 7+ years of relevant professional experiencein the development or public sector ecosystem, including consulting firms,think tanks, donor agencies, research organisations, technology firms, orgovernment (This is the minimum experience and is mandatory for the position).
• Demonstrated experience in budgeting and public financialmanagement is required, including budget formulation and execution, expendituretracking, and budget classification/coding; experience in climate-responsive orgender-responsive budgeting and MTEF (Medium-Term Expenditure Framework)processes is strongly preferred.
• Demonstrated experience in ideating,designing, and implementing digital public finance or digital governancesolutions is required.
