Advancement from Laborer I to II is based on experience, licenses, and performance. Requirements include a High School Diploma or GED, at least two years in related fields, and the ability to obtain Class C Water Distribution and Class III Wastewater licenses within set timeframes.

Candidates will be hired as Laborer I or Laborer II based on qualifications and experience. Laborer provides manual labor in the repair and maintenance of City water and sewer systems. Assists in replacing and repairing water or sewer lines, unstopping sewer lines, making water/wastewater taps and repair of water meters and meter leaks. Positions in this class are normally first filled at level I and advancement to level II is based on prior experience, licenses, certifications, and/or satisfactory job performance.
Must be able to lift and carry materials up to 100 lbs., bend, kneel, stoop, climb, and work outdoors in all weather conditions. Exposure to dust, noise, chemicals, and heavy equipment. Must be able to work in trenches and ditches and stand or walk for extended periods. Regular attendance including evenings, nights, weekends, and emergency call-ins required. Working environment includes continuous outdoor work with frequent exposure to extreme and inclement weather conditions, disagreeable elements, and noise. Potential exposure to dust, chemicals, and mechanical hazards. Occasional exposure to moving traffic, confined spaces, loud noises, fumes, irritants, rodents, and insects. Typically works with crew but may occasionally be sent out alone to complete job tasks according to specific instructions.
