Job summary

Oregon Housing & Community Services (OHCS) is looking for a person to take on a leadership position within our Human Resources Division. This person will serve as an advisor to the HR Director and Agency leadership, provide HR services in alignment with strategic human resource management, ensures the efficient, safe, and cost-effective operations of the workforce, and provide an atmosphere that fosters a productive, diverse, inclusive, and respectful workplace. This is a permanent, full-time management service position.

What you will do

• The person in this position will serve as the HR Deputy Director and provide leadership, management, and supervision to administer the Human Resources team.
• This position serves as an advisor to the HR Director and Agency leadership.
• This position also provides HR services in alignment with strategic human resource management, ensures the efficient, safe, and cost-effective operations of the workforce, and provides an atmosphere that fosters a productive, diverse, inclusive, and respectful workplace.

Minimum qualifications

• Six years of supervision, management, or progressively related experience (8 to 10 years preferred).
• -OR- Three years of related experience and a bachelor's degree in a related field.

Desired attributes

• Experience includes 8–10 years of practical, hands‑on human resources experience.
• At least five years at management level direction HR teams and advancing organizational HR strategy.
• Experience in labor relations, collective bargaining and contract administration.
• Background as a Senior HR Policy Advisor to executive leadership and program managers on strategic planning, policy direction compliance and workforce management.
• Current knowledge of employee laws and HR best practices.
• Background in classification, compensation, talent acquisition and HR information technology Knowledge of State and Federal employment laws and regulations.
• Ability to manage HR budget and monitor expenditures.
• Experience promoting diversity, equity, and inclusion principles and practices in the workplace.
