Job Description: HSE Head - Data Centre Project
Position Overview
The HSE Head will be responsible for establishing and maintaining a world-class health, safety, and environmental management system for the data centre project. This role requires a strategic leader who can design comprehensive safety frameworks while ensuring practical implementation across all project phases, from construction through commissioning and handover.
Key Responsibilities
Strategic Planning & Policy Development
- Design and implement comprehensive HSSE strategies aligned with data centre industry best practices and project-specific requirements
- Develop site-specific safety procedures, work method statements, and emergency response plans tailored to data centre construction environments
- Establish safety performance targets and continuous improvement initiatives
- Ensure alignment with ISO 45001, ISO 14001, and relevant local regulatory frameworks
Risk Management & Compliance
- Conduct systematic hazard identification and risk assessments for all project activities, including high-risk operations such as electrical installations, HVAC systems, and critical infrastructure work
- Perform comprehensive job safety analyses (JSA) and implement hierarchy-of-control-based preventive measures
- Execute routine site audits and inspections to monitor compliance with local regulations, international standards, and client specifications
- Maintain permit-to-work systems for high-risk activities including hot work, confined space entry, working at height, and electrical isolation
Incident Management & Investigation
- Lead thorough root-cause analyses for all workplace incidents, near-misses, and unsafe conditions using recognized investigation methodologies
- Track corrective and preventive actions (CAPA) through to verified closure, ensuring lessons learned are disseminated across the project
- Manage incident reporting systems and maintain accurate records for regulatory and client reporting requirements
Training & Culture Development
- Oversee comprehensive safety orientation programs for all staff, subcontractors, and visitors
- Plan and conduct regular emergency drills including fire evacuation, medical emergency response, and crisis management scenarios
- Lead behavioral safety campaigns and safety leadership programs to foster a proactive safety culture
- Mentor project teams and contractor personnel on HSE expectations and best practices
Performance Monitoring & Reporting
- Establish and track key performance indicators (KPIs) including leading and lagging indicators such as safety observations, training completion rates, incident frequency rates, and lost-time injury statistics
- Prepare regular HSSE performance reports and dashboards for senior leadership, clients, and regulatory authorities
- Conduct management reviews and present improvement recommendations to project stakeholders
Required Qualifications
Education & Certifications
- Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related field
- Professional HSE certification (NEBOSH International Diploma, IOSH, or equivalent) required
- Additional certifications in emergency response, fire safety, or construction safety preferred
Experience
- Minimum 10-12 years of progressive HSE experience, with at least 5 years in leadership roles
- Proven track record managing HSE on large-scale data centre, industrial, or critical infrastructure projects
- Extensive experience with construction phase safety management and contractor coordination
- Demonstrated success implementing HSE management systems from project inception
Technical Knowledge
- Deep understanding of data centre construction hazards including electrical systems, cooling infrastructure, raised floor installations, and MEP coordination
- Thorough knowledge of local HSE regulations and international standards (ISO 45001, ISO 14001, OSHA, IFC/World Bank EHS Guidelines)
- Proficiency in risk assessment methodologies, incident investigation techniques, and HSE auditing protocols
- Familiarity with data centre design standards and critical environment operations
