Head of Strategy, Performance and Commissioning, Moray HSCP

Help shape sustainable, person-centred health and social care services for Moray.

Moray Health and Social Care Partnership (HSCP) is looking for an experienced, collaborative and forward-thinking leader to join us as Head of Strategy, Performance and Commissioning. This is a pivotal senior leadership role, strengthening the Partnership’s capacity to plan, commission and transform services at pace, while ensuring robust performance insight supports improved outcomes for people, families and communities across Moray.

We are embarking on a refresh of our Strategic Plan to ensure that we make the most of the opportunities of the integration of health and social care and maximise the potential of our people and our communities. You’d be joining us at an important - and exciting - point in our development as a forward thinking, innovative organisation.

You will lead strategic planning, integrated performance reporting, value-based commissioning and programme delivery across a complex partnership environment. Working closely with colleagues across health, social care, community planning, third and independent sector partners, you will help reshape services, strengthen governance and support the delivery of sustainable models of care that respond to local need and reduce inequalities.

Key responsibilities
  • Lead the development and delivery of key strategic plans, including the MIJB Strategic Plan, delivery plans and wider partnership planning priorities.
  • Strengthen integrated performance reporting, assurance and improvement arrangements to support evidence-led decision making.
  • Develop value-based commissioning approaches that respond to local need, support best value and help reshape the local provider market.
  • Drive transformational change at pace, supporting sustainable models of care and delivery of key partnership commitments.
  • Build strong relationships across health, social care, community planning and provider partners to influence change and deliver shared priorities.
About You

You will be a confident, values-led and highly collaborative leader with a strong track record of strategic planning, performance management, commissioning, service improvement and transformation in a complex public service environment. You will bring strong analytical, financial and partnership skills, with the ability to turn insight into action and bring people with you through change.

If you are motivated by collaboration, improvement and making a lasting difference to health and social care outcomes in Moray, we would be delighted to hear from you.

As this is a partnership organisational role, the successful candidate will be able to choose whether to be employed on Moray Council or NHS Grampian terms and conditions of employment.
