Qualifications

  • 7+ years of professional experience in environmental management or safeguards.
  • Experience in road sector or large-scale infrastructure projects preferred.
  • Prior experience with multilateral funders (ADB, World Bank, JICA) is an advantage.

Responsibilities

  • Environmental Assessment & Compliance: update EARF, IEEs, and EMPs; ensure compliance with regulations and ADB safeguards.
  • Environmental Management & Monitoring: supervise EMP implementation, conduct inspections, prepare semi-annual reports.
  • Stakeholder Coordination: liaise with government agencies, contractors, consultants, and ADB; support mitigation measures and consultations.
  • Project Support: assist IAS with financing requests; provide guidance on safeguard requirements during planning and execution.

Position Title: Environment Expert

About the Role

We are seeking a qualified and experienced Environment Expert to support the implementation of environmental safeguards and compliance requirements for road and large-scale infrastructure projects. The selected candidate will be responsible for ensuring adherence to environmental regulations, project-specific environmental management measures, and Asian Development Bank (ADB) safeguard requirements.

Key Responsibilities
Environmental Assessment & Compliance
  • Update the investment program's Environmental Assessment and Review Framework (EARF) as required.
  • Update and revise the Initial Environmental Examination (IEE) and Environmental Management Plan (EMP) for project activities.
  • Prepare IEEs and EMPs for various project components in accordance with applicable environmental standards and guidelines.
  • Ensure project compliance with national environmental regulations and ADB safeguard requirements.
Environmental Management & Monitoring
  • Supervise and monitor the implementation of Environmental Management Plans (EMPs) across project sites.
  • Conduct periodic environmental inspections and assessments to identify compliance gaps and recommend corrective measures.
  • Prepare and submit semi-annual environmental safeguards compliance reports.
  • Monitor environmental performance indicators and maintain relevant documentation and records.
Stakeholder Coordination
  • Communicate and coordinate with project stakeholders, including government agencies, contractors, consultants, and the Asian Development Bank (ADB).
  • Support project teams in addressing environmental compliance issues and implementing mitigation measures.
  • Facilitate consultations and information sharing related to environmental safeguards.
Project Support
  • Assist the Implementation Assistance Specialist (IAS) in preparing periodic financing requests for project components.
  • Provide technical guidance on environmental safeguard requirements during project planning and implementation stages.
  • Support project management in achieving environmental sustainability objectives.
Experience Requirements
General Experience
  • More than 7 years of professional experience in environmental management, environmental safeguards, or related areas.
Specific Experience
  • Minimum 7 years of experience in road sector projects or other large-scale infrastructure projects.
  • Experience in preparing and implementing environmental safeguard documents such as IEEs, EMPs, and environmental monitoring reports.
  • Prior experience working on projects funded by multilateral agencies (ADB, World Bank, JICA, etc.) will be an added advantage.
