Job Overview

We are seeking an experienced and results-driven Land Development Engineer with 5+ years of professional experience to lead site design, utility planning, and regulatory entitlement processes. In this role, you will take ownership of commercial, residential, or mixed-use land development projects from initial feasibility and site layouts through final site plan approvals and construction administration.

Key Responsibilities

• Site Design & Master Planning: Direct and execute the preparation of detailed site layout plans, grading and drainage profiles, utility infrastructure networks, and roadway alignments using AutoCAD Civil 3D.
• Stormwater & Infrastructure Analysis: Perform and review complex technical calculations for stormwater management systems, erosion and sediment control (ESC) plans, detention/retention pond design, floodplain mapping, and earthwork volume balancing.
• Construction Engineering & Site Inspections: Conduct regular site visits and construction observation to verify quality control, inspect utility installations and grading operations, and ensure compliance with approved land development plans.
• Permitting & Entitlements: Lead the regulatory approval process by navigating municipal zoning ordinances, local building codes, state DOT guidelines, and environmental agency requirements; present proposals at public planning and zoning board hearings as required.
• Project Documentation & Bidding: Draft comprehensive technical design reports, stormwater pollution prevention plans (SWPPP), engineer's opinion of probable construction costs (EOPCC), and bidding specifications.
• Stakeholder & Team Leadership: Manage coordination with real estate developers, municipal review staff, sub-consultants (geotechnical, surveying, traffic), and general contractors to resolve field conditions and keep projects on schedule.

Qualifications & Requirements

• Education & Credentials: Bachelors degree in Civil Engineering from an accredited university. Active Professional Engineer (PE) license required (or clear track to licensure within 6 months).
• Experience: Minimum 5 years of dedicated experience in land development, site civil design, or municipal land planning projects.
• Software Proficiency: Expert-level proficiency in AutoCAD Civil 3D (corridors, pipe networks, surfaces). Hands‑on experience with hydrology/hydraulic design software (e.g., HydroCAD, StormCAD, WaterCAD, HEC‑RAS).
• Technical Aptitude: Comprehensive expertise in land development concepts: soil mechanics, grading design, utility design (sanitary sewer, water main, storm sewer), and local zoning/platting procedures.
• Soft Skills & Leadership:
  • Excellent written, verbal, and presentation skills for presenting before public planning boards and client meetings.
  • Strong project management, time-management, and analytical problem-solving abilities.
  • Proven track record of mentoring junior engineers and leading civil design teams.
