Job summary

Haryana Knowledge Corporation Limited in Delhi seeks a senior technology leader to define and drive the overall technology vision, strategy and roadmap. You will oversee software development, infrastructure, cybersecurity and data governance across applications and platforms.

The role requires 15 years of total experience with at least 5 years in a leadership capacity, handling cross-functional teams, policy formulation and regulatory compliance.

Qualifications

• Bachelor’s in IT/CSE/EC/CA or MCA or ME/MTech from a recognised university.
• Experience leading cross-functional tech teams and projects.
• Strong governance and policy formulation capabilities.

Responsibilities

• Define the technology vision, strategy and roadmap.
• Oversee software development, systems architecture, IT infra and data governance.
• Formulate policies and standards as required.

• Manage procurement, payments and techno-commercial issues.
• Ensure scalability, availability, security and regulatory compliance.

Job description

A). Qualification Criteria

4-year full-time Bachelor's degree in IT/CSE/Electronics & Communication/Computer Applications or equivalent, or MCA (full-time), OR M.E./M.Tech (full-time) in the same fields, from a Government-recognized university/institution.

B) Experience Criteria

Total 15 years' experience with min. 10 years in the technology sector, including min. 5 years in a Project Manager/Executive role leading cross-functional teams.

C) Job Description

• Define the overall technology vision, strategy and roadmap.
• Oversee software development, systems architecture, IT infrastructure, cybersecurity and data governance for all concerned applications and platforms.
• Formulation of policy and standards as may be necessary.
• Lead, mentor and manage cross-functional technology teams (development, infrastructure, testing, security and data teams).
• Manage procurement, authorize payments and address techno‑commercial issues as may be necessary.
• Ensure scalability, high availability, security and regulatory compliance of the database and citizen-facing services.
• Representing technology forums, inter‑departmental integrations and Government IT committees.
• Report to the Authority on technology performance. risks and innovation initiatives.
