Job summary

EVOS BUILDCON PRIVATE LIMITED in Bhubaneswar seeks a seasoned Chief Operating Officer (COO) for Real Estate & Construction to lead multiple projects with end-to-end oversight.

The role requires 18–25+ years of experience across real estate, construction, infrastructure and development, reporting to CEO/MD, and delivering on time, cost, quality and safety targets.

Responsibilities

• Provide overall leadership for the execution of multiple real estate and construction projects.
• Drive projects from pre-development through construction, completion and handover.
• Establish project milestones, execution plans, budgets and performance KPIs.
• Ensure projects are delivered within approved time, cost, quality and safety parameters.
• Monitor construction progress, contractors, consultants, architects and project management teams.
• Identify project risks, bottlenecks and delays and ensure timely corrective action.
• Establish strong project review mechanisms and ensure regular reporting to the CEO/MD.
• Drive quality standards, construction productivity and efficient utilisation of resources.
• Ensure effective coordination between design, construction, procurement, finance, sales and customer-facing teams.
• Lead land identification, acquisition and development; evaluate parcels from commercial, development, legal, regulatory and feasibility perspectives.
• Coordinate land due diligence, title verification and documentation with Legal and external advisors.
• Lead negotiations with landowners, aggregators and other stakeholders.
• Support Joint Ventures and Joint Development Agreements as part of land development.
• Ensure land acquisition decisions are aligned with project feasibility, business plans and return expectations.
• Oversee liaisoning and coordination with government authorities, development authorities, municipal bodies and regulatory agencies.
• Ensure timely processing and tracking of project approvals, permissions, NOCs and statutory clearances.
• Build and maintain relationships with authorities and external stakeholders.
• Establish an approvals tracker to prevent regulatory delays.
• Coordinate with liaisoning teams to resolve approval bottlenecks.
• Oversee coordination with legal teams on land, contracts, development agreements and project issues.
• Ensure legal due diligence before acquisition and development commitments.
• Maintain knowledge of RERA and applicable real estate laws and regulations.
• Monitor project updates, filings and compliance requirements.
• Coordinate resolution of legal notices, disputes and regulatory matters.
• Identify potential legal and regulatory risks and mitigation steps.
• Oversee procurement strategy for construction materials, contractors, consultants and services.
• Ensure competitive procurement, quality assurance and timely material availability.
• Review major contracts and commercial terms with Finance and Legal.
• Monitor contractor performance, variations and cost overruns.
• Drive cost optimisation without compromising quality or timelines.
• Establish commercial controls across projects.
• Convert strategy into annual and project operating plans.
• Establish KPIs and accountability structures.
• Drive cross-functional coordination across Projects, Construction, Land, Legal, Procurement, Finance, Sales, CRM and HR.
• Identify operational inefficiencies and implement scalable SOPs.
• Develop MIS and dashboards for real-time visibility of project and business performance.
• Support CEO/MD in strategic decisions, expansion plans and new projects.

KEY RESPONSIBILITIES

PROJECT & CONSTRUCTION LEADERSHIP

LAND ACQUISITION & DEVELOPMENT

• Coordinate land due diligence, title verification and documentation with Legal and external advisors.
• Lead negotiations with landowners, aggregators and other stakeholders.
• Support Joint Ventures, Joint Development Agreements and other land-development structures.
• Ensure land acquisition decisions are aligned with project feasibility, business plans and return expectations.

LIAISONING & STATUTORY APPROVALS

• Oversee liaisoning and coordination with relevant government authorities, development authorities, municipal bodies and regulatory agencies.
• Ensure timely processing and tracking of project approvals, permissions, NOCs and statutory clearances.
• Build and maintain strong professional relationships with relevant authorities and external stakeholders.
• Establish an approvals tracker and ensure that regulatory milestones do not adversely impact project timelines.
• Coordinate with internal and external liaisoning teams to resolve approval-related bottlenecks.

LEGAL & RERA

• Oversee coordination with internal and external legal teams on land, contracts, development agreements, construction contracts, vendor agreements, customer matters and project-related legal issues.
• Ensure appropriate legal due diligence before acquisition and development commitments.
• Maintain strong working knowledge of RERA and applicable real estate laws and regulations.
• Ensure projects, sales processes, customer documentation and project commitments remain aligned with RERA requirements.
• Monitor RERA registrations, project updates, statutory filings, extensions and compliance requirements.
• Coordinate resolution of legal notices, disputes, claims and regulatory matters affecting projects.
• Identify potential legal and regulatory risks and ensure timely mitigation.

PROCUREMENT, CONTRACTS & COST CONTROL

• Oversee procurement strategy for construction materials, contractors, consultants and project-related services.
• Ensure competitive procurement, quality assurance and timely availability of materials.
• Review major contracts, work orders and commercial terms in coordination with Finance and Legal.
• Monitor contractor performance, variations, claims and cost overruns.
• Drive cost optimisation without compromising project quality or timelines.
• Establish appropriate commercial controls across projects.

BUSINESS & OPERATIONAL MANAGEMENT

• Convert organisational strategy into annual, quarterly and project-wise operating plans.
• Establish clear KPIs, accountability structures and performance-review mechanisms.
• Drive coordination between Projects, Construction, Land, Legal, Liaisoning, Procurement, Finance, Sales, CRM and HR.
• Identify operational inefficiencies and implement scalable systems and SOPs.
• Develop MIS and dashboards for real-time visibility of project and business performance.
• Support the CEO/MD in strategic decisions, expansion plans, new projects and business development.

FINANCIAL & COMMERCIAL DISCIPLINE

• Work closely with Finance to monitor project budgets, cash flows, collections and expenditure.
• Ensure operational decisions are aligned with project profitability and cash-flow requirements.
• Monitor project-wise cost, revenue, margins and financial performance.
• Support feasibility assessment and commercial evaluation of new projects.

LEADERSHIP & PEOPLE MANAGEMENT

• Lead senior functional and project teams with clear accountability and performance expectations.
• Build a culture of ownership, execution, discipline and transparency.
• Mentor Project Heads, Construction Heads and other functional leaders.
• Strengthen the organisation's second line of leadership.
