National e‑Governance Division – Business Analyst
Job Overview
The Business Analyst will be responsible for understanding the digital transformation and AI enablement needs of Central Government Ministries and translating them into functional and technical specifications. This role involves detailed stakeholder engagement, business process analysis, documentation, gap assessments, and coordination between technical, data science, and policy teams to ensure successful implementation of citizen‑centric digital and AI‑powered services.
Primary Responsibilities
- Engage with Ministry officials, domain experts, and end‑users to understand business processes, challenges, and transformation objectives, including opportunities for AI adoption.
- Conduct requirement elicitation sessions, interviews, workshops, and field visits to identify use cases including AI (e.g., document classification, chatbot automation, predictive analytics).
- Translate stakeholder inputs into clear functional, non‑functional, and AI‑specific requirements (e.g., model accuracy, explainability, data readiness).
- Document AS‑IS and TO‑BE business process workflows using standard tools (e.g., BPMN).
- Perform gap analysis between current systems and desired digital/AI‑enabled solutions.
- Identify inefficiencies and recommend process reengineering (e.g., NLP for document processing, ML for citizen service prioritization).
- Prepare and maintain BRDs, FRS, SRS, Use Cases, and User Stories, including AI‑specific artifacts like data flow diagrams, model evaluation criteria, and ethical considerations.
- Support drafting of Concept Notes, DPRs, RFPs, RFQs, and Technical Evaluation Criteria with AI components (e.g., model lifecycle, training data specifications).
- Collaborate with Solution Architects and Data Scientists to align functional requirements.
- Liaise between stakeholders and development teams to ensure smooth implementation of intelligent systems.
- Participate in UAT planning, test case review, and issue resolution, including validation of AI outputs against business expectations.
- Track and report progress on deliverables, model performance metrics, risks and mitigation plans.
- Align solutions with national digital governance policies, MeitY standards, and frameworks.
- Promote responsible adoption of Digital Public Goods and AI tools (e.g., Aadhaar, DigiLocker, UPI, ONDC) wherever applicable.
- Ensure usability, inclusivity, and accessibility of digital services from a citizen perspective.
Educational Qualifications Essential
- B.E./B.Tech/MCA or equivalent
- MBA/PGDM in IT Systems, Public Policy, Operations, or related field
- Certifications in Business Analysis (CBAP, CCBA), Agile (CSM), Digital Transformation, or AI Foundations (e.g., AI for Everyone, Responsible AI)
Skills and Experience
- 4+ years of experience as a Business Analyst in IT/e‑Governance projects, with exposure to AI/ML initiatives.
- Experience in identifying AI use cases, drafting AI‑specific requirements, and coordinating with data science teams.
- Proficiency in tools like MS Visio, Draw.io, JIRA, Confluence, Excel, and PowerPoint.
- Knowledge of SDLC, Agile, and Waterfall methodologies.
- Strong grasp of data privacy, security policies, and AI fairness/accessibility guidelines.
- Prior experience in government projects is a plus.
- Experience in voice‑based solutions such as Voice navigation for websites, discovery platforms, etc is an added advantage.
