Job description

The Project Procurement Manager (PPM) leads the procurement of equipment, services, and materials to be issued to fabrication yards. The PPM supervises the Project Procurement Team ensuring that all procured equipment and materials are delivered to site on time, within budget, and meet quality requirements as defined by project inspection plans. The role coordinates activities of Package Buyers, Expeditors, Logistics Coordinators, inspection coordinators and Vendor Document Controllers.

Responsibilities
  • Establish a comprehensive project resource and mobilization plan.
  • Produce a Project Procurement Plan.
  • Attend all Project Progress Meetings to identify the scope of procurement services required and anticipate potential revisions.
  • Review and approve Purchase Requisitions.
  • Ensure that Purchase Orders are issued in compliance with project schedule and budget.
  • Liaise with the Supply Chain Manager to select project procurement strategies.
  • Assess changing market conditions, analyze and communicate opportunities so that market opportunities may be realized.
  • Investigate opportunities to consolidate corporate equipment/material requirements and coordinate with relevant SBM Offshore subsidiaries.
  • Compile project bidders list from Corporate Supplier Database or Client Approved Vendor List.
  • Manage purchasing package documentation (RFQ’s, PR’s, etc.).
  • Manage vendor bid evaluations and selection process.
  • Ensure all relevant QA & HSE, project and corporate procurement procedures are understood and enforced by the procurement team.
  • Obtain approval from the Quality Department for potential vendors and define RFQ packages and assign project buyers.
  • Monitor progress, forecast delivery and forwarding dates.
  • Monitor project procurement expenditure and cost forecast, providing comprehensive procurement reports to management.
  • Manage and resolve contractual issues.
  • Maintain purchase order contract files including correspondence.
  • Act as Project Buyer for major equipment packages deemed “Critical” or “High Value” if required.
  • Ensure potential suppliers for equipment and materials are approved by the project.
  • Provide a section for the final project report covering procurement and vendor assessments upon completion of the project.
  • Oversee set‑up and maintenance of the procurement database.
Requirements
  • Bachelor’s or Master’s degree in Engineering or Business Administration.
  • Minimum of 8 years of experience as a Lead Buyer or Project Procurement Manager with an oil and gas or EPC company, including team lead, management, and supervisory experience.
  • Broad and deep procurement experience in offshore, marine, or petrochemical industry.
  • Self‑starter with strong interpersonal and organizational skills.
  • Excellent time‑management skills.
  • Proactive behavior.
  • High capacity to be flexible and adaptable to operational changes.
  • Fluent in English, both written and verbal.
  • International travel may be required.
