PositionSummary

IPE Global invites applications from eligiblecandidates for the position of Associate Manager/Manager - Monitoring,Evaluation and Learning (MEL)

As the Associate Manager/Manager- MEL, s/he will primarily be responsible for designing and coordinating theoverall monitoring, evaluation and learning framework for the project. S/hewill be required to develop necessary tools, lead in survey design and data collectionefforts, training of researchers and investigators, oversee databasemanagement, Conduct advance level data analysis, and prepare technicalreports, policy briefs and research papers, etc. Based on insights derivedfrom the monitoring data, s/he will also provide feedback and guidance to theprogram and monitoring team both on program improvements and improving dataquality.

KeyResponsibilities

In close collaboration with Associate Vice President, the MEL Manager would:

• Lead in the design and implementation of project’soverall Monitoring, Evaluation and Learning strategy and framework for thestate.
• Review all project components and design appropriatemonitoring and evaluation mechanisms; assess all reporting and performanceframeworks for all key activities under each component of the project.
• Lead in survey research design, sampling framework, surveyimplementation and data collection activities, manage a team of fieldresearchers, investigators, and ensure data quality at the field level.
• Oversee, and lead the preparation of high quality monthlyanalytical reports based on the program monitoring data coming from the field.
• Oversee the implementation of Concurrent Monitoring/Need based Studies/ Quality assurance surveys of the program including butnot limited to – training the researchers, field supervision of datacollection, ensuring data quality control, data cleaning, databasemanagement, data analysis, and preparing Quarterly monitoring report.
• Manage large datasets coming from districts, cleanfield level data, run rigorous analytical tools and statistical tests,conduct advanced level statistical analysis (using either SPSS or STATA).
• Based on evidence and insights from monitoring data,provide appropriate feedback and learning to the program implementation andmonitoring team for possible improvements.
• Design research and evaluation studies usingappropriate methods for demonstrating the impact of the program andattribution of change to key project activities; write research protocols,help in obtaining IRB (ethical clearance) as necessary.
• Help setting up a system of appropriate reportingstructure from the grassroots to the national level and coordinate with blockand district level staff on data gathering, data quality control, andreporting.
• Support the manager in performance-based reporting asper donor requirements.

As jobdescriptions cannot be exhaustive, MEL Manager may be required to undertakeother duties as determined by the m ager thatare broadly in line with the above key responsibilities.

Qualification & Experience

• Advanced university degree in Economics, Statistics,Demography, Development Studies or other relevant disciplines. Minimum of 8 years’ experience in M&E isrequired.
• Strong skills in statistical methods, samplingdesign and methodology, evaluation methods, causal analysis, and designingresearch studies.
• An advance level skill in SPSSor STATA is non-negotiable. Excellentskills in data mining, running complex data query, merging datasets,advance data analysis in SPSS or STATA is necessary.
• Demonstrated experience of publication in peer reviewedjournals as a first, or second author.
• Experience in leading and managing large scale datacollection, management and analysis in donor funded projects, preferably inhealth/nutrition/gender-related programmes.
• In-depth knowledge and proven expertise indeveloping M&E systems, methods & tools, knowledge products usinghigh quality data analytics. Operational experience in health/nutritionsector highly preferred.
• Excellent verbal, interpersonal and writtencommunication skills
• Good understanding of maternal and child health andnutrition and rural development sectors and programmes.
• Fluency in local language (Reading and writing)
• Experience of working on maternal and child healthprograms.
• Preference will be given to those having previousexperience of working with demanding clients, private foundations andcorporates; and
• Experience in implementingprojects with components of Social and Behaviour Change Communication.
