Position Overview
Associate will support the Officer, Literacy by providing technical input in the design of the program, developing quality resources, executing tasks, and coordinating with various stakeholders such as government and non‑profit partners. Based at the State PMU in Patna, the role will coordinate with Room to Read's State Office and technical teams to ensure alignment with agreed work plans and provide high‑quality technical assistance under the FLN PMU. Frequent travel to the field and regular interaction with education officials, partners, and external experts is required. Report to Officer, Literacy.
Responsibilities
- Develop a thorough understanding of Room to Read’s Literacy program design and deliverables, including Foundational Literacy and Numeracy programs.
- Build a strong understanding of government education policies, NCF‑FS, FLN, and learning outcomes.
- Provide quality input at the SPMU level, ensuring timely, efficient, and well‑coordinated support following government planning and guidelines.
- Conduct field visits to observe district‑level trainings, support program monitoring, observe classroom transactions, and engage teachers and headmasters for quality improvement.
- Analyze field data and information, develop programmatic correlations, and flag issues for broader discussion.
- Support effective utilization of the program budget through planning, tracking, and adherence to procurement norms, minimizing costs without compromising quality.
- Track program progress on key indicators per the M&E framework during monthly meetings and throughout the project timeline.
- Participate actively on social media for all Room to Read campaigns.
- Identify operational bottlenecks and weaknesses, and develop solutions in consultation with the Program Officer.
- Lead technical tasks in the State focused on capacity building of stakeholders at all levels (District, Block, Cluster, and Schools), support uptake of materials, and coordinate with stakeholders to sustain the impact of the program.
- Support the Officer in technical assistance discussions with state‑level stakeholders, attend government meetings, and advocate for enabling policies and orders.
- Interact with key government departments and officials (CDEO/ADPC/DEEO/RPs/DIET, etc.) to ensure program delivery and explore systemic integration opportunities.
- Participate in IDTS workshops on material development, training module development, and training of trainers; attend state and national review meetings to provide feedback on implementation and design.
- Serve as conduit for transferring innovative ideas from the national level or other states to the field.
- Prepare regular (monthly, quarterly, and yearly) reports, event reports, case studies, and best practices; maintain high data quality in the Global Solution Database, dashboards, and other reporting tools.
- Develop actionable insights from data analyses to inform project implementation.
- Assist in preparing implementation calendars, cash forecasts, budget outlooks, and regular budget tracking.
Qualifications
- Master’s degree in education, social sciences, or an equivalent field.
- Minimum 3 years of relevant experience in the education sector.
- In‑depth knowledge of foundational literacy, language, and reading practices and approaches.
- Strong written and oral communication skills.
- Critical thinking and analytical skills.
- Proven track record of achieving results.
- Proven ability to work effectively with schools and communities.
- Ability to travel regularly to project sites in remote locations.
