Job summary

Room to Read—New Delhi, India—seeks a Numeracy Officer to lead program design and development across FLN numeracy initiatives. The role focuses on creating resources, assessment tools and professional development modules in collaboration with state education departments and field staff.

The position requires frequent travel to field offices and regular interaction with education officials, partners, school administrators, teachers and students to strengthen academic capacity.

Qualifications

  • Master’s degree in education, social sciences or equivalent.
  • Minimum of 5 years of relevant experience in the education sector.
  • At least 2 years of program management experience, preferably in education.
  • Strong knowledge of foundational literacy and numeracy concepts.

The Officer, Numeracy position will be based at the New Delhi, India Country Office and report directly to the Director, Literacy. This role involves frequent travel to field offices and regular interaction with education officials, partners, school administrators, teachers, and students.

Responsibilities
  • Program Design and Development: develop a thorough understanding of Room to Read’s Literacy program design and Numeracy domain needs aligned with the organization’s FLN strategy; provide technical support to the state in system strengthening and knowledge transfer; support the preparation of Numeracy‑based conceptual notes, learning frameworks, operation guidance notes and related toolkits; support the development of FLN numeracy‑focused teaching‑learning material review and revision; explore new content creation, including edtech resources; analyze government TLM and identify gaps; co‑create foundational numeracy resources with state education departments; design professional development frameworks/modules for educators and academic leadership teams; facilitate translation of training content into local languages; develop facilitator guides; design nationwide workshop modules and academic resource toolkits; lead the creation of nationally aligned numeracy assessment frameworks, classroom observation tools, academic monitoring formats and quality benchmarks; formulate strategies for strengthening academic capacity‑building systems for CACs and other sub‑state academic cadres; facilitate high‑level FLN academic sessions during national training events, partner forums or workshops; review monthly implementation and SLO trends and design course‑correction strategies.
  • National Planning, Review and Governance: develop or refine national annual and quarterly academic plans for numeracy‑focused projects; conduct structured periodic reviews with state focal points; document key academic processes, innovations and learnings; provide technical planning support to states and regional teams; prepare national‑level academic reports (monthly, quarterly and annual); maintain oversight of academic activity progress; facilitate national review meetings and thematic planning workshops; support development and negotiation of detailed implementation plans; oversee design and roll‑out of interventions; undertake team‑level responsibilities such as management and capacity building.
  • Monitoring, Evaluation and Data Systems: design and govern national data systems for academic assessments; support interpretation of assessment and monitoring data; maintain consolidated national academic datasets; create centralized master data architecture for academic indicators and program monitoring metrics.
  • Academic Monitoring Framework: ensure presence of a standardized national monitoring framework; review and refine tools used across states; track monitoring data via centralized dashboards; provide strategic direction on quality assurance, academic consistency and monitoring standards.
  • Government Liaison and Technical Support: serve as technical resource at the district level; attend government meetings and technical committees; represent Room to Read and advocate for foundational literacy; interact with key stakeholders (CDEO/ADPC/DEEO/RPs/DIET etc.); strengthen district capacity; provide technical support to DIET in areas such as foundational literacy, library, research, assessment and training.
  • Team Coordination and Capacity Building: provide operational oversight to program coordinators and associates; coordinate with state program officer; manage performance evaluation, capacity building and coaching; technically oversee and mentor staff; plan capacity building; participate in workshops; escalated concerns promptly.
  • Planning, Reporting and Documentation: prepare regular qualitative reports and event documentation; conduct donor reporting; prepare implementation calendars, cash forecasts and budget outlooks; assist in programmatic and financial reporting.
Qualifications
  • Master’s degree in education, social sciences or equivalent.
  • A minimum of 5 years of relevant experience in the education sector.
  • A minimum of 2 years of program management experience, preferably in education.
  • In‑depth knowledge of foundational literacy, language and reading practices and approaches.
  • Conceptual knowledge of lesson and curriculum planning skills in numeracy.
  • Strong written and oral communication skills.
  • Proven ability to work effectively with schools and communities.
  • Ability to travel regularly to project sites in remote locations.
