Job summary

Room to Read India Trust is seeking a Technical Associate – FLN PMU to support the government of Bihar in planning, coordinating, and monitoring literacy initiatives. The role spans curriculum, educator training, data analysis, and reporting to strengthen Mission NIPUN Bihar.

Regular travel across districts, collaboration with SCERT, BEPC, DIETs, and education officials, and capacity-building programs are core.

Qualifications

• Bachelor’s degree in education/ social sciences or equivalent.
• Master’s degree in education / social sciences or equivalent preferred.
• Minimum 3-5 years of relevant experience in the education sector.
• Strong written and oral communication skills in state language.

Responsibilities

• Develop a thorough understanding of Room to Read India Trusts FLN program design, implementation approach, and Mission NIPUN Bihar.
• Support implementation of FLN PMU activities across assigned thematic areas in consultation with the Technical Specialist and in alignment with approved work plans.
• Facilitate coordination and engagement with government bodies and other stakeholders to support program activities.
• Support organization and implementation of teacher professional development programs, workshops, and capacity-building initiatives.
• Build and maintain effective working relationships with government counterparts and provide timely technical and coordination support.
• Support preparation of annual work plans, implementation schedules, and program milestone tracking.
• Compile, validate, analyse, and maintain program data and support technical reports and dashboards.
• Track implementation progress through review meetings, field visits, and follow-up on action points; flag gaps and delays.
• Support liaison with government institutions and academic bodies to facilitate technical assistance and strengthen collaboration.
• Stay updated on national education policies and evidence related to foundational literacy and numeracy; integrate into program implementation.
• Provide technical support to SCERT, DIETs, and district education functionaries on teacher development, classroom practices, monitoring, assessments, and reading promotion.
• Participate in state/district/field review meetings, workshops, and field visits to support quality assurance.
• Support documentation of implementation learnings, case studies, and best practices for knowledge management.
• Assist in planning, coordination, and facilitation of Training of Trainers and capacity-building programs under the FLN PMU.
• Support community engagement initiatives to strengthen reading culture and foundational literacy outcomes.

Position Overview:

The Technical Associate – FLN (Foundational Literacy and Numeracy) PMU (Project Management Unit) will support the Directorate of Primary Education, Government of Bihar, in planning, coordination, implementation, monitoring, and documentation of activities under the FLN PMU. The incumbent will provide technical and operational support across curriculum and content, educator training and coaching, delivery structures, and research and insights to strengthen implementation of Mission NIPUN Bihar.

The Technical Associate will work closely with the Technical Specialist, Directorate of Primary Education, SCERT (State Council of Educational Research and Training), BEPC (Bihar Education Project Council), DIETs (District Institute of Education and Training), district education functionaries, and other relevant stakeholders tofacilitateeffective implementationofprogramactivities. The role will support organization of trainings, workshops, review meetings, field visits, data compilation and analysis, preparation of technical reports, and documentation of best practices to strengthen government systems and improve foundational literacy outcomes.

The position will involve regular travel across districts for program monitoring, technical support, and coordination with education officials and academic institutions. The Technical Associate will report to the Technical Specialist – FLN PMU.

Responsibilities:

• Develop a thorough understanding of Room to Read India Trusts FLNprogramdesign, implementation approach, and Mission NIPUN Bihar.

• Track implementation progress through review meetings, field visits, and follow-up on agreed action points, and promptly flag implementation gaps and delays.

• Support liaison with government institutions and academic bodies tofacilitatetechnicalassistanceand strengthen institutional collaboration.

• Stay updated on national education policies, research, and emerging practices related to foundational literacy and numeracy, and support integration of relevant evidence intoprogrammeimplementation.

• Provide technical support to SCERT, DIETs, and district education functionaries on teacher professional development, classroom practices, monitoring, assessments, and reading promotion.

• Participate in state, district, and field review meetings, technical consultations, workshops, and joint field visits with government officials to support implementation and quality assurance.

• Support documentation ofimplementationlearnings, case studies, best practices, and technical reports to strengthen knowledge management andprogrammeimprovement.

• Assistin planning, coordination, and facilitation of Training of Trainers (ToTs), capacity-buildingprogrammes, and technical workshops under the FLN PMU.

• Support community and stakeholder engagement initiatives that strengthen reading culture and contribute to improved foundational literacy outcomes.

• Undertake any other responsibilities assigned by the Technical Specialist, Directorate of Primary Education, or Room to Read India Trust in furtherance of theobjectivesof the FLN PMU.

Qualifications:
