Job summary

Bal Raksha Bharat invites qualified engineers to lead WASH construction, repairs and renovations in partner schools in Tamil Nadu. The role focuses on needs assessment, BoQ preparation, and overseeing timely, quality WASH interventions under the guidance of the Project Manager.

The engineer will work with school authorities and BRB field teams to ensure safe, compliant execution and reporting across 46 Adi Dravidar Welfare Schools in Cuddalore district.

Qualifications

  • Graduate in Civil Engineering from a reputed university or institution.
  • Experience in civil contracts, construction and renovation of WASH facilities in schools is preferred.
  • Excellent verbal, written and communication skills in local language and English.

Responsibilities

  • Conduct baseline needs assessment for WASH in schools and document findings.
  • Prepare BoQs and cost estimates; oversee construction/repair work.
  • Coordinate with school authorities and logistics for procurement and approvals.

We run programmes in the remotest corners of India and urban areas in the areas of Health & Nutrition, Education, Child Protection and Livelihood & Economic Wellbeing in order to facilitate quality education, healthcare and protection from harm and abuse and life-saving aid during emergencies to children.

Background & Context

The project aims to increase access to quality education at primary schools by maximizing the utilization of Information Communication Technology (ICT) and STEM approach to provide an experiential learning to the students for understanding about the concepts on Science, Technology, Engineering and Mathematics by enhancing teacher capacities and creating child and leaner friendly environment for children. This will help in achieving age and grade appropriate competencies. thereby improving the learning outcomes in Adi Dravidar WelfareSchools at Cuddalore. Overall, this project will help in strengthening the eco system of education by promoting safe school concept and equipping the children with quality learning to overcome the challenge of learning crisis which is experiencing across schools due to traditional teaching methods, lack of infrastructure facilities and strong foundational skills at primary level.

The overall the project intervention will support to improve learning outcomes through encouraging innovative Techno based pedagogy and ensuing community and school relation to enhance the community participation in school management with de-centralised school management under the lenses of inclusion and theory of change with establishing a sustainable and replicable model in project states with child centric teaching and learning approaches.

Repair Refurbishment infrastructure and WASH Component

The project aimed at improving water, sanitation and hygiene education at schools are essential to improve health and learning outcomes. A number of children and teachers, especially girls and female teachers are unable to attend schools because of poor sanitation facilities that do not offer adequate privacy and resources to cater to their menstrual needs. It is also further understood that poor water and sanitation situation contributes to poor learning performance resulting from related water sanitation and hygiene diseases.

The project is looking at few components for repair and refurbishment of WASH facilities in identified schools to promote WASH awareness among students and crate a learner friendly environment in selected schools. Because, inadequate sanitation facilities, unspecified standards and guidelines for school WASH, low priority of WASH in schools resulting low learning due to frequent dropping out from the schools and other health and hygiene challenges.

Considering the above factors, Bal Raksha Bharat had planned to improve WASH situation in schools by constructing/ repair/renovating, hand wash platforms, drinking water platforms and contribute to the attainment of Swachh Bharat Mission on water and sanitation and address issues of gender equity and inclusion. The project location is at Cuddalore of Tamilnadu and covering 46 Aadi Dravidar Welfare Schools.

The role of the position: WASH: Repair and refurbishment of schools based on the need assessment & awareness on WASH and its importance to the students
  • A need assessment will be conducted to identify the infra work in schools. Based on which renovation work that includes renovation of toilets, establishing handwash stations, storage facilities, damp structures renovation will be undertaken.
Tentatively, the type of work identified as;
  • Needs assessment

  • Preparing technical BoQs and taking up the construction/repair work
  • Repairing and Restoration of toilets.
  • Repairing and Restoration of already constructed Hand Washing Stations.
  • Repairing and restoration of utensil washing bins/ sinks in Kitchens
  • Repairing of water source and water storage points.
  • Painting/ colouring of school walls, toilets, hand wash platforms, drinking water points, kitchen/ dining space etc.
Areas of Accountability
  • Engineer will take an assessment of school wise needs on WASH related aspects/ ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Identify WASH programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Prepare and oversee project implementation to ensure timely delivery of project activities pertaining to WASH enhancement in schools (for example; work plan, designing of the toilets/ hand wash platforms, drinking water points etc, relevant permissions, hiring construction/repair man power, monitoring against construction quality, etc).
  • With support from the Project Manager & Field Team, prepare timely programme updates and appropriate reports on project activities in compliance with internal BRB requirements and any relevant external donor requirements.
  • With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from Bal Raksha Bharat, School Authorities, school children and management is considered in project design.
  • Ensures that programme goals and activities uphold the principles of the project and standards sets under school development
  • Integrates beneficiary accountability principles into the approach
  • Continuously provides feedback and updates to achieve improved results
  • Documents lessons learned and applies them to future projects
  • Plans, prioritises and performs tasks well under pressure
  • Takes responsibility for own work and for the impact of own actions
Capacity Building:
  • Identify learning and training opportunities for Project Team and work as a mentor and role model for less experienced staff.
Representation & seeking approvals for technical designs before taking up WASH activities at school level:
  • Ensure that Bal Raksha Bharat (Save the Children) WASH work is coordinated with efforts of School Authorities, ADW Residential School department to take up the required WASH activities by getting necessary approvals for the design and the work before execution along with BoQs and cost estimates/quality and materials etc.,
General:
  • Deliver high quality results in line with the on-going proposals and Bal Raksha Bharat (Save the Children’s) strategy – to do this in a way which maintains the reputation of the WASH team.
  • Comply with Bal Raksha Bharat’s (Save the Children) policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • To perform such other responsibilities as agreed with your line management.
Assignment Brief:
  • Visiting schools of our intervention as per the schools proposed for the project
  • Do a baseline to identify the WASH related needs of construction, repairing and renovation in schools and submit a detailed report
  • Preparing work estimation and cost estimation of work needed to be done for the needy schools in coordination with project lead and senior management from state and national office.
  • Preparing detailed work plan vis a vis measurement in square feet of the work for completion of actual work.
  • Preparing detailed list of materials required in every school.
  • The BoQ should come as per the prescribed template only.
  • Seeking required approvals on the BoQs/designs and estimates from school authorities/concern department-ADW Welfare society
  • Identification of vendors with support from Bal Raksha Bharat as per the procurement policy for commissioning of the work, supervising of the work, processing for the payments
  • Completion of construction, repair/renovation of WASH requirements in the respective schools as per the agreed work plan and agreed time frame.

Other
  • Ensure that all activities and partnerships under the project are fully compliant with systems and procedures of Bal Raksha Bharat (Save the Children) and of our partners, as applicable.
  • Ensure timely submission of internal reports (monthly, quarterly, and annual) and all donor reports, as required (Programme and Finance)
  • Tracking of budget VS expenditure to avoid
  • Ensure compliance with BRBs’ policies and practices, including the Child Safeguarding Policy.
  • Ensure effective coordination with Programme and other functions as required for exchange of information and work needs
  • Undertake timely corrective measures to ensure project is implemented as per the agreed timelines and quality standards.
  • Create evidence base of the processes, activities, changes and impact of the project interventions on regular basis in coordination with Knowledge Management team of BRB (Save the Children).
  • Quality timely compliance on periodic reporting to the state office, donor and local government department.

SKILLS AND BEHAVIOURS (BRB Values in Practice)
Technical:
  • Graduate in Civil Engineer from a reputed University/Institution
  • 3-5 years of experience in civil contracts /construction field, especially construction and renovation of WASH requirements (Toilets, Hand wash platforms, kitchen spaces, water points, etc) in schools.
  • 2-3 years of experience working with Swachh Bharat initiatives would be added advantage.
  • Added advantage if associated with BRB before for similar assignment. NGO/government/schools
  • Excellent verbal, written and communication skills, fluency in local language & English
