Job summary

Turner & Townsend in Mumbai seeks an Assistant Cost Manager - Procurement to support procurement and cost management on large-scale projects. You will manage sourcing, vendor engagements, cost analysis, and contract administration to ensure timely delivery and cost efficiency.

The ideal candidate has 5–8 years in procurement and cost management, with exposure to tendering, supplier negotiations, and cross-functional collaboration in a fast-paced environment.

Qualifications

  • Bachelor's Degree in Quantity Surveying, Procurement, or related discipline.
  • 5–8 years experience in procurement/commercial/cost management.
  • Experience on large-scale construction or infrastructure projects.
  • CIPS/RICS certification advantageous.

Responsibilities

  • Procurement & Sourcing: end-to-end procurement, RFQ/RFP, tender documentation, supplier evaluation.
  • Cost Management: develop cost plans, budgets, benchmarking, cost reports.
  • Contract Administration: prepare and monitor supplier/subcontractor contracts, variations, closeout.
  • Vendor & Stakeholder Management: manage relationships with suppliers and internal teams.
  • Compliance & Risk Management: ensure governance, audit-ready documentation.

Job Description
Position Overview

We are seeking a proactive and commercially focused Assistant Cost Manager - Procurement to support procurement and cost management activities across projects. The role involves managing sourcing activities, vendor engagements, cost analysis, contract administration, and procurement planning to ensure cost-effective and timely delivery of goods and services. The ideal candidate will possess strong analytical skills, procurement expertise, and the ability to collaborate with cross‑functional stakeholders in a fast‑paced project environment.

Key Responsibilities
Procurement & Sourcing
  • Support end-to-end procurement activities, including vendor identification, prequalification, tendering, bid evaluation, negotiation, and contract award.
  • Prepare and manage Requests for Quotation (RFQ), Requests for Proposal (RFP), and tender documentation.
  • Conduct supplier evaluations and recommend suppliers based on commercial, technical, and quality considerations.
  • Ensure timely procurement of materials, equipment, and services in line with project schedules.
Cost Management
  • Assist in developing cost plans, budgets, and procurement strategies for projects.
  • Conduct cost benchmarking, market analysis, and pricing evaluations to identify value engineering and cost‑saving opportunities.
  • Track procurement spend against approved budgets and report variances.
  • Support the preparation of cost reports, procurement dashboards, and management presentations.
Contract Administration
  • Assist in the preparation, review, and administration of supplier and subcontractor contracts.
  • Monitor contract compliance, deliverables, payment terms, and key commercial obligations.
  • Support change management, contract variations, claims, and contract closeout activities.
  • Ensure accurate documentation and maintenance of procurement records.
Vendor & Stakeholder Management
  • Develop and maintain effective relationships with suppliers, subcontractors, and internal stakeholders.
  • Coordinate with project, design, finance, legal, and operations teams to ensure procurement requirements are met.
  • Monitor supplier performance related to cost, quality, delivery, and service levels.
  • Participate in supplier performance reviews and improvement initiatives.
Compliance & Risk Management
  • Ensure procurement activities comply with company policies, governance standards, and contractual requirements.
  • Identify procurement and supply chain risks and support mitigation strategies.
  • Maintain audit‑ready procurement documentation and records.
  • Promote transparency, ethical procurement practices, and process improvements.
Qualifications
Required Qualifications
  • Bachelor's Degree in Quantity Surveying, Procurement, Supply Chain Management, Engineering, Construction Management, Finance, or a related discipline.
  • Professional certifications such as CIPS, RICS, or equivalent will be an advantage.
Experience Requirements
  • 5-8 years of experience in procurement, commercial management, cost management, or sourcing functions.
  • Experience working on large-scale construction, real estate, infrastructure, data center, industrial, or engineering projects.
  • Exposure to supplier negotiations, tender management, and contract administration.
  • Experience supporting procurement packages across multiple project phases.
