Qualifications

  • Bachelor's Degree in a related discipline is required.
  • 5–8 years of procurement, cost management, sourcing or related experience.
  • Professional certifications such as CIPS, RICS or PMP are advantageous.

Responsibilities

  • Lead end-to-end procurement strategies aligned with project objectives.
  • Manage sourcing, RFQs/RFPs, bid evaluations and purchase orders.
  • Evaluate suppliers for pricing and quality, build vendor relationships.
  • Support budgeting, forecasting, and cost reporting.
  • Monitor supplier performance and drive cost-saving initiatives.

Job Description
Job Summary

We are seeking a detail-oriented and commercially astute Assistant Cost Manager - Procurement to support procurement operations and cost management activities across projects. The role will be responsible for managing procurement strategies, vendor sourcing, contract administration, cost analysis, and ensuring value-driven purchasing decisions while maintaining quality, compliance, and project timelines.

Key Responsibilities
Procurement Management
  • Execute procurement strategies aligned with project and organizational objectives.
  • Manage end-to-end procurement activities, including sourcing, RFQs/RFPs, bid evaluations, negotiations, and purchase order issuance.
  • Identify and evaluate suppliers and subcontractors to ensure competitive pricing and quality standards.
  • Develop and maintain strong relationships with vendors and stakeholders.
Cost Management & Commercial Support
  • Perform cost analysis, benchmarking, and market intelligence assessments to identify cost-saving opportunities.
  • Support budgeting, forecasting, and cost planning activities.
  • Monitor procurement costs against approved budgets and project targets.
  • Assist in preparing cost reports, procurement dashboards, and management presentations.
  • Evaluate commercial risks and propose mitigation measures.
Contract Administration
  • Assist in drafting, reviewing, and administering supplier and subcontractor agreements.
  • Ensure contractual obligations, commercial terms, and service levels are properly managed.
  • Support claims management, variations, and contract closeout processes.
Supplier Performance Management
  • Monitor supplier performance, delivery schedules, quality compliance, and service standards.
  • Conduct supplier evaluations and performance reviews.
  • Drive continuous improvement initiatives with vendors to enhance efficiency and reduce costs.
Stakeholder Collaboration
  • Work closely with project teams, finance, legal, and operations departments to align procurement activities with project requirements.
  • Provide procurement and commercial insights during project planning and execution stages.
  • Ensure timely procurement support to meet project milestones.
Compliance & Governance
  • Ensure procurement activities comply with company policies, ethical standards, and regulatory requirements.
  • Maintain accurate procurement documentation and audit-ready records.
  • Promote best practices in procurement governance and risk management.
Qualifications
Required Qualifications
  • Bachelor's Degree in Quantity Surveying, Supply Chain Management, Procurement, Engineering, Construction Management, Finance, or a related discipline.
  • Professional certifications such as CIPS, RICS, PMP, or equivalent will be an advantage.
Required Experience
  • 5-8 years of experience in procurement, cost management, sourcing, or commercial functions.
  • Experience working in construction, infrastructure, real estate, engineering, manufacturing, or project-based environments.
  • Proven track record in supplier negotiations, contract administration, and cost optimisation initiatives.
