Aditya Birla Group is seeking a Technical Manager for Affordable initiatives based in Patna, India. The role emphasizes vendor management, construction finance, policy updates, and comprehensive MIS oversight across multiple zones.

The candidate will review city-specific processes, supervise valuations, conduct audits, and ensure regulatory compliance while coordinating with stakeholders for project feasibility and funding lifecycle milestones.

Responsibilities

• KRA1 Policy & Process: Preparing & reviewing city-specific process notes for deviations and mitigants.
• Inputs for updating technical policy, Vendor management policy, Audit policy.
• KRA2 Vendor Management: Vendor empanelment for respective zones; periodical review of vendors; Monitoring TAT; resolving valuation queries.
• KRA3 Audit & Hind sighting: Carrying out periodical audits of vendors; monthly audits for valuations and lease rentals.
• KRA4 Construction Finance: Visiting projects; due diligence of approvals; project analysis including lifecycle, cost break-ups & techno-economic feasibility.
• Preparing project life cycles & milestones; monitoring progress and end-use of funds for construction finance cases; quarterly progress reporting.
• KRA5 Mortgages / Home Loans / CFG/CMG: Checking & validating valuation reports; creating city-specific process notes; ensure compliance with norms; update development regulations.
• KRA6 Approved Project Facility: Getting project reports from valuation agencies; periodic MIS maintenance for APF projects; monitor progress.
• KRA7 Portfolio Analysis: Revaluation of portfolio; monthly sampling & audits for valuation reports; other analyses.
• KRA8 Database / MIS Management: MIS for zones, APF (Monthly), vendor (half-yearly), advance disbursement facility (monthly), construction delay reports (half-yearly), construction progress (quarterly).

• KRA1 Policy & Process Preparing & review City Specific Process notes which can cater city specific deviations & mitigants for the same.
• Inputs for updating technical policy, Vendor management Policy, Audit policy.

• KRA2 Vendor Management Vendor Empanelment for respective zones
• Periodical review of the vendors for respective zones.
• Monitoring TAT
• Resolving valuation specific queries from respective zones.

• KRA3 Audit & Hind sighting Carrying out periodical audits of vendors for respective zones. Carrying out monthly audit for sampled valuations, lease rentals for respective zones/locations.

• KRA4 Construction Finance Visiting Construction Finance projects.
• Due diligence of all project approvals.
• Project analysis including evaluation of projects, project lifecycles, cost break-ups & Techno economic feasibility analysis.
• Preparation of primary Project Feasibility analysis for Construction finance / Debt Syndication proposals.
• Valuation of Construction Finance Projects, checking regulatory compliances w.r.t. permissions & Development Control Regulations of authorities.
• Preparing project life cycles & Milestones.
• Monitoring periodically the progress of projects & end use of funds for all construction finance cases.
• Quarterly progress report for construction finance projects.

• KRA5 Mortgages / Home Loans / CFG/CMG Checking & validating valuation reports given by valuation agencies.
• Setting up of city specific process notes to identify city specific deviations & providing solutions for the same.
• Ensuring compliance with technical norms for the area in line with those set out as per the process.
• Timely collection and updating the amendments in development control regulations affecting real estate sector.

• KRA6 Approved Project Facility Getting project reports from valuation agencies.
• Periodical maintenance & circulation of MIS for APF projects.
• Periodical monitoring of all APF projects & updating the management about progress

• KRA7 Portfolio Analysis Revaluation of portfolio as per approved revaluation policy.
• Monthly sampling & audit for valuation reports.
• Any other type of analysis

• KRA8 Database / MIS Management MIS for respective Zones
• MIS for APF (Monthly)
• MIS for vendor (Half-Yearly)
• MIS for Advance Disbursement Facility cases (Monthly)
• MIS for delay in disbursement for under-construction cases (Half-Yearly)
• MIS for progress for construction finance projects (Quarterly)
