Job summary

Jacobs is seeking an experienced Utilities Manager to lead enabling works for Ireland's leading transportation program. You will oversee utility diversions, protection works, surveys, archaeology and environmental monitoring, acting as the technical on-site authority to ensure safe, high-quality delivery.

You’ll coordinate contractors, manage NEC contract obligations and drive project performance, impacting how people travel across Dublin for generations.

Qualifications

  • Experience in project engineering, site supervision or contractor management environments.
  • Knowledge of NEC3/NEC4 contracts and construction delivery processes.
  • Experience monitoring contractor performance, quality assurance activities and programme delivery.
  • Understanding of contractor KPIs and performance management frameworks.

Responsibilities

  • Lead the coordination and delivery of enabling works packages across the programme.
  • Provide technical oversight and site supervision to ensure works are delivered safely, efficiently and in accordance with project requirements.
  • Support NEC contract administration and supervise contractor performance throughout project delivery.
  • Review Quality Management Plans, Inspection & Test Plans, method statements and risk assessments.
  • Act as the day-to-day site representative, ensuring contractors deliver work in line with contractual, quality and regulatory requirements.
  • Monitor inspections, testing regimes and quality assurance processes both on and off site.
  • Track programme progress, identify risks and proactively drive solutions to maintain delivery milestones.
  • Manage non-conformances and support the resolution of technical and contractual issues.
  • Maintain detailed site records, progress reporting and quality documentation.
  • Support the assessment of Compensation Events and contractor performance measures.
  • Promote a strong safety culture through regular site engagement, inspections and joint safety tours.

As the Utilities Manager, you'll play a vital role in preparing the ground for Ireland's leading Transportation program, overseeing the utility diversions, protection works, surveys, archaeology, environmental monitoring and enabling activities that make the delivery of a world-class railway possible.

As part of Ireland's Engineering team, you'll support the Project Manager and Project Engineering Manager in delivering a portfolio of enabling works contracts across the programme.

You will provide day-to-day engineering oversight of utility diversion and protection works while ensuring contractors meet their obligations for safety, quality, programme delivery, environmental compliance, and stakeholder expectations.

This role offers the opportunity to work on complex multidisciplinary infrastructure projects while collaborating with contractors, designers, utility providers, environmental specialists, archaeologists and key stakeholders across the programme.

What You'll Be Doing

Here's what you'll need
  • Experience in project engineering, site supervision or contractor management environments
  • Strong understanding of NEC3/NEC4 contracts and construction delivery processes
  • Experience monitoring contractor performance, quality assurance activities and programme delivery
  • Knowledge of claims management, compensation events and contract administration principles
  • Excellent stakeholder engagement, communication and reporting skills
  • Ability to build collaborative relationships and influence project outcomes on site
  • Experience producing technical reports and project documentation
  • Understanding of contractor Key Performance Indicators (KPIs) and performance management frameworks
  • Degree (Level 8 or equivalent) in Engineering, Construction Management, Project Management or a related discipline
You’ll Stand Out If You Have
  • Experience delivering utility diversions, utility protection works or major enabling works packages
  • Experience within rail, transport, tunnelling or large-scale civil engineering projects
  • NEC3/NEC4 ECC Supervision Accreditation
  • Experience using CEMAR
  • Chartered status, or working towards chartership, with Engineers Ireland, ICE, RICS or an equivalent professional body
  • Experience leading or mentoring engineering teams
  • Strong understanding of quality management systems and continuous improvement processes
